This position is a Grant Funded appointment with funding through September 25, 2026, with a possibility of extension. Appointment to this position is contingent upon renewed grant funding and available work. The incumbent will be required to sign a Waiver of Retention Rights
Work Unit:
The Colorado Department of Agriculture’s State Conservation Board (CSCB) provides technical expertise and administrative functions necessary to promote natural resources conservation on private and public lands. They offer administrative, financial, and technical support to the state’s 74 local conservation districts and other local governments as they implement their local plans of work conserving the natural resources of Colorado’s working landscapes. The CSCB also coordinates various programs with state and federal agencies on natural resource issues and assists conservation districts on water quality, soil and energy programs.
Major Objectives of the Position:
This is a grant-funded position. The Grants Specialist III tracks all financial assistance programs for conservation districts (under the supervision of the Grants Administrator – Grant Specialist IV): the IRA District Conservation Technician Program (DCT). Provides ongoing responsibility to administer all contracts (between the CSCB program and its clients) to ensure proper accounting of all technicians and budget management at the conservation district offices. This position is responsible for operating all facets of the grant program, from the Request for Proposals to writing final reports on funded grants with oversight from the Grant Administrator and District Operations Manager. The Grants Specialist III tracks grant programs and conducts supervised audits to ensure proper use of state and federal funding and contract compliance; implements program protocols for ensuring state fiscal and statutory requirements are met and state and federal contract requirements are followed. The Grants Specialist III tracks encumbrances and validates reimbursements submitted by grant recipients. Several various Federal, Foundation/Private and State grants and the management of those have been added to this position.
Primary Duties and Responsibilities:
Grant Management
+ Allocates and monitors district funding awards, encumbrances, expenditures and matching requirements for District Conservation Technician program.
+ Monitors multiple funding sources and multiple allocations.
+ Position requires the extensive use of Excel to track and monitor budgets, encumbrances and expenditures.
+ Position monitors project status through consultations with conservation districts and creates final grant reports.
+ Position monitors and ensures compliance and satisfactory performance of districts with their state contracts for District Conservation Technician, both for scope of work and adherence to federal and state rules under the Supervision of the Grant Administrator.
+ Compiles program and statistical data to provide reports to USDA-NRCS and Colorado State Conservation Board and other partners on programs’ performance and implementation.
+ Creates periodic and yearly reports outlining program accomplishments created by districts that are typically shared with the State Conservation Board, the legislative liaison, conservation districts, federal and state stakeholders, etc.
+ Conducts reviews and audits of the grant program with several conservation districts.
Budget Oversight:
+ Develop projected budget for District Conservation Technician Program to submit to USDA-Natural Resources Conservation Service (NRCS) and Bureau of Reclamation on a yearly/monthly basis.
+ Utilizes information from prior years’ budgets, and anticipated cost increases to program to develop projected budgets for approval.
+ Administers and tracks budgets (across calendar year, and Federal/State Fiscal Years), encumbrances, and actual expenditures Basin States Salinity Program, District Conservation Technician and Matching Grants Programs.
Grant Allocation Process:
+ Designs processes and materials, according to the CSCB, DPA requirements and CDA procurement director, to implement competitive grant solicitation and ranking process for the District Conservation Technician, Matching Grants.
+ Oversees contracts for Basin States Salinity Programs.
+ Develops and implements communication and outreach plans, to solicit applications, generally promote the grant opportunities, organizes/implements review process, and announces grant awards.
Customer Service:
+ Maintains and fosters good working relationships with clients and funding partners.
+ Gathers information about influences or impacts to District Conservation Technician and Matching Grants programs and conveys pertinent information to districts in a tactful manner.
+ Explains grant program requirements and processes to a clientele that is constantly experiencing turnover.

+ Six (6) years of full-time professional experience with primary focus of grant management, grant writing, grant administration and oversight, grants fiscal accounting and/or auditing experience.

+ A combination of related education and/or relevant experience with primary focus of grant management, grant writing, grant administration and oversight, grants fiscal accounting and/or auditing experience related to the work assigned equal to six (6) years
Preferred Qualifications:
+ Experience in a regulatory role including, working with rules and regulations.
+ Relevant experience working for the State of Colorado.
