    *General Description:*

     

    The Communications and Outreach Director for the Texas Veterans Commission serves under the guidance of the Deputy Executive Director. This position performs advanced (senior-level) managerial work and oversees all aspects of the organization's internal and external communication efforts. This position is responsible for creating and managing a strategic communications plan that ensures diversified and integrated outreach to Texas veterans and their families. The primary duties include strategic vision, editorial review, budget and personnel planning, and providing public relations guidance to executives. The Director manages a talented team of communications professionals and creatives to develop effective, integrated campaigns and messaging. This position oversees the budget planning and development of published materials, promotional items, and paid media campaigns. The Department includes in-person outreach, media relations, website management, annual reports, digital media, newsletter, podcasts, and more.

     

    *Essential Duties & Responsibilities:*

    • Project manages the creation and publication of annual reports, informational brochures, and other printed materials.

    • Collaborate with internal and external partners to align communication strategies with marketing, public relations, and digital initiatives.

    • Provide editorial review for the website, press releases, scripts, social media channels, and all other digital and print content for the agency.

    • Plan and execute integrated campaigns that increase awareness of services in the veteran community and overall reach of the TVC.

    • Oversee agency-wide messaging strategies and fill-in as needed in the writing of talking points, scripts, and presentations for agency leadership.

    • Manage the Communication and Outreach department staff to ensure efficient and productive operation, oversee the department budget and purchasing, and plan effectively for future expenses and opportunities.

    • Oversee media relations activities with Public Affairs Officer, including building relationships with journalists, drafting media pitches, and coordinating interviews to create earned media.

    * Monitor and analyze communication efforts, providing regular reports and insights to executive leadership.

    * Gather and submit the performance measures for the department, working to increase veteran engagement metrics every quarter.

    * Oversee the successful operation of quarterly Commission meetings.

    * Cohost in-person events with state agencies and other partners, leading the event planning for regularly scheduled events across the state.

    * Lead the training of best communications practices for executives and agency staff.

    • Lead the creation and distribution of compelling content, including press releases, articles, social media posts, and marketing materials.

    • Develop and maintain relationships with key stakeholders, such as partners, clients, and community members.

    • Manage crisis communication efforts and develop strategies to protect the organization's reputation during challenging situations.

    • Assists with developing long-range and short-term plans.

    • Supervises the work of others.

    • Travel up to 25% of the time is required for work-related functions. A valid Texas driver’s license is required.

    • Occasional work hours other than 8-5 are required for work-related functions.

    • Performs other duties as assigned.

    *Minimum Education:*

     

    Graduation from an accredited four-year college or university with bachelor’s degree in communications, public relations, marketing, or a related field.*College Transcripts are required and must be provided before an interview can be extended, it is preferred they be attached to the application.*

    Three (3) years’ experience in a communications or marketing management role.

    • Prior experience with mass mail marketing tools, such as iContact or GovDelivery.

    • Skill with social media and media monitoring software.

    • Knowledge of CMS platforms, preferably WordPress.

    *Environmental & Physical Conditions: *

    Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive telephone usage and repetitive hand/wrist/finger motions while using the computer.
