    Description of Job

    Organizational Purpose:

    This work unit exists to enforce the Pesticide Act and the Pesticide Applicators' Act. The statutes enforced deal with consumer protection and environmental protection concerning the distribution and use of pesticides and the commercial application of pesticides as it relates to agricultural chemicals.

    Major Objectives of the Position:

    This position exists to provide office support for enforcement of the provisions of the Pesticide Applicators’ Act and its associated rules and regulations pertaining to the regulation of pesticide applicators. To implement the governing laws and regulations as they pertain to the private pesticide applicator program through the examination, licensing and renewal process of all private pesticide applicators in the State of Colorado. Provide back-up support for the examination and licensing of certified operator, qualified supervisor and commercial applicator businesses.

    Primary Duties

    Pesticide Applicator Licensing:

    + Receives, reviews, processes, and approves or rejects/returns applications for licensure from pesticide applicators, with the primary focus being private applicators.

    + Reviews and assess' experience of applicants for compliance with Pesticide Applicators' Act and determine appropriate license level.

    + Reviews and responds to private applicator internet site activity, including online study guide orders and license applications.

    + Accounts for fees received.

    + Run reports for inspectors and program coordinator.

    + Trains others in position

    + Responds to calls and questions regarding the licensure process and provides direction as necessary.

    Continuing Education Credits (CECs)

    + Generates and mails CEC status letters at least once a year, post continuing education credits for licensed pesticide applicators, file attendance forms.

    + Generates and mails CEC workshop notifications to pesticide applicators throughout the workshop season, with their priority being on private pesticide applicators.

    Pesticide Applicator Examination:

    + Implements and interprets the Pesticide Applicators' Act by reviewing and evaluating applications for examination for pesticide applicator licenses and determining compliance of such applications.

    + Reviews and assess' experience of applicants for compliance with Pesticide Applicators' Act and determine appropriate exam and license level.

    + Instructs applicants and enforces testing guidelines, throughout the licensing examination process.

    + Selects appropriate exams; administers, proctors and grades exams. Enter applicator records into appropriate database.

    + Creates and maintains related hard and soft files.

    + Works with on-line testing company to address on-line examination approvals, questions, issues, and scheduling of applicators.

    + Responds to calls and questions regarding the examination process and provides direction as necessary.

    Administrative Support – Inspection Data Entry:

    + Enter inspections and enforcement actions into the software tracking system as needed. Run reports for inspectors and external clients.

    + Order supplies and print jobs for this position and others in the pesticide applicator group.

    + Crosstrain in Commercial Applicator Business Licensure processes and Qualified Supervisor and Certified Operator licensure to provide backup for other positions in the pesticide applicator group.

    + Provide reports for program coordinator and section chief as requested.

    + Receive and respond timely to hard copy mail, faxes, email, voice mail, telephone calls and walk in clients.

    + Monitors the supply of Private Applicator Study Guides for sale and resupplies when necessary.

    + Makes recommendations to the Certification and Training Program Manager to improve program efficiencies.

    Revenue tracking I CRN's I database maintenance:

    + Review and account for renewals and licensing revenue receipts for section on a day to day basis.

    + Submits deposits to fiscal for physical licensure payments received daily.

    + Tracks receipts over month/year, immediately responds to questions regarding CRNs to ensure revenues can be posted monthly to each applicator's account, ensures the appropriate revenue code is correct.

    + Completes and organizes correspondence and computer projects as assigned.

    + Provides assistance in development, testing and implementing new procedures for computer and licensing programs / Colorado Interactive or other.

    + Operates and maintains various office computers and office machines.

    Program back-up - maintenance:

    + Provides full service back up for the 200 and 93 Administrative Ill positions, which exists to provide for the licensing and/or registration of commercial, limited commercial, public applicators. pesticide sensitive individuals and private pesticide applicators.

    + Verifies insurance validity, expiration dates and insurance amounts to maintain proper licensing requirements.

    + Compiles lists and reports, presents this information in test report and lists formats for publication/distribution by using database management systems, self-defining reports and Google suite programs.
