    Description of Job

    About the Work Unit

     

    The Administrator IV works in the Colorado Department of Transportation's (CDOT's) Division of Accounting and Finance (DAF). The Division ensures the financial integrity of all business transactions throughout Headquarters in meeting its fiduciary responsibilities to the public. The unit is also responsible for ensuring HQ Business Office compliance with financial and budgetary policies and procedures including State Fiscal Rule.

     

    About the Position

     

    As the Administrator IV, Business Office/Enterprises, you will primarily be responsible for performing duties and executing transactions that directly benefit the CDOT Enterprises. This position is required to provide professional accounting and budget support and performance tracking for HQ Divisions and Enterprises, analysis of fiscal and program data, interpretation of policy directives and changes, and to create yearly, monthly, and ad hoc budget and financial reports for the leadership teams in DAF, the HQ Divisions, and the Enterprises. The position acts as subject matter and technical expert on the Statewide Transportation Improvement Plan (STIP) processing, SAP project set-ups and budget actions, and assists with handling Accounts Payable functions for the HQ Business Office

    Your duties and responsibilities will include, but are not limited to, the following:

    Project Set-Ups, Budgeting and Closeouts

     

    + Complete the necessary SAP project set-ups for the Enterprises (primarily the Clean Transit Enterprise and the Nonattainment Area Air Pollution Mitigation Enterprise)and provide staff with guidance and recommendations during the project request as details are confirmed.

    + Work with HQ Divisions & Enterprises on coordination with CDOT Regional offices to have funds transferred prior to project creation, when applicable.

    + Review purpose of the project, determine if it will require Construction Engineering (CE) and Indirect charges, confirm the project type, sources of funding (Federal or State), provider codes and possible match, and confirm project phases and/or required forms to ensure smooth workflow in SAP from start to finish.

    + Follow the guidance provided in CDOT’s Office of Financial Management and Budget (OFMB) crosswalk for setting up projects based on the type of funding.

    + Research questions on any prior project set-up requests that were processed.

    + Request budget, transfer budget, or return budget for assigned areas and perform any other necessary budget action tasks.

    + Advise Project Managers (PMs) with regard to individual project budgets that include fund transfers from the following funding sources: Statewide Pools, Cost Centers and Project-to-Project transfers.

    + Conduct meetings with HQ Divisions & Enterprises as necessary to discuss cost center operating budgets to ensure shortfalls in the Personal Services (PERS) budgets are avoided when salaries and personnel are shifted and the bids for services come in higher than expected.

    + Reconcile, research, and resolve any budget discrepancies.

    + Monitor Project Activity Reports and Inactive Project Reports from Accounting and ensure that completed projects are closed out in a timely manner.

    + Regularly provide training to HQ Division staff on changes, explaining the budget process, sources of funding, where budgets and expenditures can be found, how the budget is set up, and the "life cycle" of a project from its inception to the final closing process.

     

    Accounts Payable and Receivable

     

    + Assist with the HQ Business Office accounts payable and receivable operations.

    + Ensure all assigned payments are processed in accordance with established HQ Business Office procedures and review/park or post all assigned payments in SAP or OnBase.

    + Assist with high-level and complex Enterprise payment issues such as payment corrections due to payments made from incorrect Purchase Orders (PO’s), OnBase Accounts Payable issues and/or vendor back-up documentation issues, etc.

    + Provide SAP/OnBase super-user technical assistance to HQ Divisions & Enterprises as necessary,

    + Examine all payment types to determine whether costs are allowable under Federal, State, and CDOT regulations and procedures.

    + Monitor HQ Business Office “Held Checks” and pursue EFT options with Accounting, HQ Division, Enterprise staff, and/or if necessary, the vendor.

    + Help implement policies, procedures, and internal controls for processing financial transactions such as payables, receivables, purchasing, journal entries, and budget adjustments and establish additional HQ Business Office-level policies, procedures, and internal controls as appropriate with CDOT policies and procedures.

    + Responsible for assisting with Fiscal Year-End procedures for accruals.

    + Help establish effective techniques for processing entries and approvals, methods for correcting errors, and other quality control procedures.

    + Assist with ensuring that the HQ Business Office practices follow document retention guidelines.

    + Assist with both internal & external audit requests and produce all invoice documentation when required.

     

    Monitor Power BI & SAP Reports/Process Shopping Cart Workflows

     

    + Utilize pre-built Microsoft Power BI reports to review and monitor open purchase orders for HQ Divisions & Enterprises.

    + Work with HQ Division and the CDOT Center for Procurement and Contact Services (CPCS) regarding potential PO liquidations and closures.

    + Monitor assigned cost centers and projects on a monthly basis for (N) Non-Participating expenditures and resolve any issues as necessary.

    + Review assigned HQ Division shopping cart requests and monitor workflow.

     

    Statewide Transportation Improvement Plan (STIP) Responsibilities

     

    + Ensure we have the required documentation needed to process the STIP requests received.

    + Enter the STIP transactions in Public Budget Formulation (PBF) for HQ Statewide projects and create STIP Pools, Work Breakdown Structures (WBS) and/ or IDs in SAP.

    + Participate in STIP meetings as needed.

    + Research questions on any prior STIP requests that were processed.

    + Process roll-forward requests in the STIP during year end.

     

    Other job duties as assigned.

    Work Environment:

    + Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.

    + You will work a hybrid schedule with a combination of in-office and remote work after completion of a training period. The expectation is to be in the office at least one day a week for our team day. This could change based on operational needs.

    + May need to travel to other CDOT regions or locations to give/receive training and/or attend meetings when needed.

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    Experience Only:

    Must total 7 years and include the following:

    + 4 years of experience in accounting, business administration, public administration, finance, economics or another area closely related to the major job duties

    + AND at least 3 years of experience with a primary focus in accounting, business or financial operations, budget/financial analysis or implementation.

    Combination of Education and Experience:

    A combination of education and experience that totals at least 7 years

    + Education from an accredited college or university in accounting, business administration, public administration, finance, economics or another field of study closely related to the job duties will be considered.

    + Full-time professional work experience with a primary focus in accounting, business or financial operations, budget/financial analysis or implementation will be considered.
