Position Summary
This position is responsible for overseeing and supervising the performance of the case management team leaders, front-line team-members, supervision of clients, development of case plans, referral to services, phone calls, requests, home visits, and monitoring of electronic monitoring equipment. The incumbent in this position is responsible for assisting in the day-to-day operations and programming related to Marion County Community Corrections and directly responsible for public safety, team-member accountability, and adherence to evidence-based practices and effective principles of intervention. The incumbent will provide input to the manager in agency-wide decision making and provide assistance in the absence of the manager. This position has the latitude to make decisions related to public safety, team-member safety, and client safety. Incumbent in this position is accountable to records management, maintenance and retention, dissemination of customer information and administrative services. Position operates with discretion on matters related to hiring or terminations. Incumbent may deviate from standards as established within the appropriate policies, procedures, and laws. Incumbent in this position must use judgment while assisting in policy formulation and in all types of negotiations. Position reports to the Manager, Community Supervision

Position Responsibilities
+ Responsible for the daily supervision and performance of assigned team-members
+ Assists in personnel matters for recruitment, promotion, and disciplinary processes
+ Implements, updates, and enforces agency policies, procedures, and standards and adherence to all applicable laws
+ Supervises the screening process for all community corrections referrals and ensures coordination with local and out of county or state entities regarding placement
+ Ensures case manager capacity levels are sufficient for placements as much as possible
+ Provides input for development and assists with reviews of policies and procedures relating to Community Corrections case management, security, safety, maintenance
+ Responsible for ensuring emergency plans are in place and team-members are trained
+ Ensures internal and external problems, conflicts, and issues are dealt with appropriately through the use of investigation, fact finding, interviews, and analysis of information, concerning citizen and client grievances or complaints
+ Represents the agency to other agencies, groups, boards, businesses, and the public
+ Is a liaison in responding to questions, problems, and concerns of other divisions, agencies, courts, vendors, community individuals, programs, and agencies
+ Prepares statistical data and reports to summarize and evaluate grant and program performance
+ Develops and writes policies, procedures, grant applications, and grant reports for the agency
+ Reviews and monitors client treatment plans and programs, schedules clients for programs, monitors client participation, ensures compliance to program rules and regulations as well as court ordered conditions
+ Ensures clients are referred to programming based upon criminogenic need or court order
+ Attends court hearings and proceedings regarding program candidates, participates in the staffing of cases, and supervises and reviews recommendations for referrals
+ Monitors client to case manager ratios and monitors client violations of program specifications
+ Contributes to the strategic direction of the agency and is responsible for assisting with the development of short and long-term management of its logistical operations and resources
+ Ensures the implementation and adherence to evidence-based practices for Community Corrections, including community partners and vendors
+ Utilizes and ensures team-members utilize the Eight Principles of Effective Intervention in daily duties while working with clients
+ Utilizes and ensures team-members utilize positive reinforcement in an attempt to achieve repeat prosocial behavior
+ Uses and ensures team-members use prosocial modeling when interacting with clients
+ Ensures the implementation of Continuous Quality Improvement processes/plans for Community Corrections
+ Assists the manager by acting as a liaison or representative with divisions including Department of Corrections, criminal justice partners, state, and local levels
+ Aids the manager in preparing current and future needs assessments regarding efficient staffing levels and performance of team-members and contractors
+ Confidentiality is to be maintained at all times

Qualifications
Bachelor’s degree in Criminal Justice, Business Management, or related field and two (2) years of experience working in criminal justice or corrections facilities. Ability to communicate effectively both orally and in writing. Skill in establishing cost effective programs and quality control. Position requires knowledge and abilities in leadership, management, personnel and process performance measurement, investigative principles and practices used in insuring compliance with appropriate state and federal laws, regulations and requirements of court evidence, training, advise and assist the staff and public in all aspects of the agency, interface with the public regarding procedures, interpret and explain court decisions to clients and others, municipal boards or committees, and agency team-members. Emotional intelligence when dealing with people of all backgrounds. Knowledge and use of Microsoft Office.
Preferred Job Requirements and Qualifications
