    Summary About the Position: This position is located at Rosslyn, Virginia. This is a Direct Hire Solicitation. A recruitment or relocation incentive may be authorized. Responsibilities This position performs a project management role during the various phases of the acquisition life cycle within Defense Health Agency, Program Executive Office or Program Management Office. Plans, analyzes, and reviews major programs associated with the acquisition of capabilities involving information technology, services, medical devices, pharmaceuticals, facilities, etc., within the Military Health System. This role also involves expert consulting in a specialized systems implementation. Ensures all aspects of scope, time, quality, and cost are achieved or bettered through comprehensive project management methodology. Supports the organization in providing support through the phases of life-cycle acquisition management: conceptualization, initiation, design, development, test, contracting, production, modification, and disposal. Recommends implementation of new technologies, procedures, and applications to increase efficiency or quality of analytic assessments. Develops comprehensive plans involving both short and long-range requirements for Project Management execution. Coordinates initiatives to streamline management operations and procedures, as well as provide consideration for consolidating services and processes to enhance customer satisfaction. Basic Requirement for Management Analyst, NH-0343-04: Specialized Experience: One year of specialized experience which includes utilizing expert knowledge of healthcare systems, such as Military Health Systems (MHS), which involves planning, programming, and budgeting; ensuring continuous monitoring of overall organizational goals and long-term plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. **Defense Acquisition Workforce Improvement Active Career Field. DOD Position Certification Level and Training Requirements. All Acquisition Workforce Positions Mandated in Title 10, USC, Section 1723. DoD 5000.52-M, DOD Acquisition Career Development Program contains specific requirements for acquisition categories and grade/level.
