    Position Summary: This role is responsible for overseeing the Payroll Department, ensuring timely and accurate payroll processing for all employees, compliance with federal, state, and local regulations, and implementing best practices and systems to optimize payroll processes. The ideal candidate is a strategic thinker with a strong operational background, capable of managing a team and collaborating cross-functionally with HR and Finance.

    Essential Accountabilities

    + Direct the end-to-end payroll processing for approximately 1,500 employees across multiple locations and jurisdictions.

    + Ensure payroll is processed accurately, on time, and in compliance with company policies, union contracts, and all relevant laws and regulations.

    + Oversee payroll tax reporting, filings, and payments at the federal, state, and local levels.

    + Lead, mentor, and develop the payroll team, fostering a culture of continuous improvement and accountability.

    + Develops payroll training materials and provides on-going guidance to Payroll team as well as employees.

    + Ensures a high level of employee customer service is provided when employees call with payroll inquiries.

    + Partner with HR and Finance teams to ensure data integrity between payroll and HRIS/finance systems.

    + Develop and maintain payroll policies and procedures, ensuring documentation is current and aligned with best practices.

    + Manage relationships with payroll vendors and ensure service level agreements are met.

    + Conduct audits and reconciliations of payroll data to maintain accuracy and compliance.

    + Stay current on legislation and regulatory changes affecting payroll operations. Implement necessary changes to ensure compliance.

    + Lead or support system implementations and upgrades related to payroll platforms.

    + Respond to and resolve complex payroll issues and inquiries.

    + Participates in special projects from time-to-time and leads Payroll specific tasks.

    + Performs other duties as assigned

    Qualifications

    + Bachelor’s degree in Accounting, Finance, Human Resources, or related field.

    + 5+ years of progressive payroll experience, including 2+ years in a leadership role.

    + Experience managing payroll for a nonprofit or mission-driven organization.

    + Strong knowledge of federal, state, and local payroll tax laws and nonprofit-specific compliance (e.g., grant allocations, restricted funds).

    + Familiarity with payroll systems (e.g., ADP, Paylocity, Paycom, or similar platforms).

    + Exceptional attention to detail and organizational skills.

    + Ability to handle confidential information with the highest level of integrity.

    Preferred

    + Certified Payroll Professional (CPP) designation.

    + Experience with bi-weekly payrolls, certified payrolls and union Collective Bargaining Agreements.

    + Knowledge of fund accounting and restricted/unrestricted funding principles.
