    Responsibilities:

    GENERAL SUMMARY

    Responsible for planning and organizing public health preparedness activities in a "team" setting. Responsibilities include writing and updating public health emergency response plans and procedures, communication and information management activities and conducting Homeland Security Exercise and Evaluation Program (HSEEP) compliant exercises and training in support of public health preparedness objectives. Assists in the management of logistics to include some field work, as required, in support of these public health preparedness efforts. Conducts studies as part of ongoing planning and operational functions. Devises methods for gathering information, analyzing and interpreting data; prepares reports and makes recommendations which may have policy implications. Work is varied and includes the requirement to learn proprietary software.

    ESSENTIAL FUNCTIONS

    Communication and Information Management Activities:

    + Crisis Emergency Risk Communications: Assists the Monroe County Department of Public Health Community Engagement Officer with public health preparedness messaging.

    Emergency Communications Systems Management

    + Manages public health emergency communications systems on behalf of the Monroe County Department of Public Health including the Integrated Health Alert Network System (IHANS) and all other aspects of the New York State Department of Health (NYSDOH) Health Commerce System; manages and keeps current all emergency call lists including the Ginna Personnel Monitoring center contact lists; maintain the 800 MHz emergency radio communications assets and related infrastructure including antenna installations and repairs; develops new equipment training and documentation; conducts regular drills and tests of redundant and interoperable communications equipment including amateur and county radios, MIFI (a mobile WIFI system), wireless and non-internet capabilities.

    + Manages pager resources and coordinates user support with the County's Radio Center. Ensures successful completion of all emergency communications deliverables as required by the NYSDOH.

    + Ensures identification and tracking of all communications assets. Become familiar with the use of the County's Critical Information Management System WebEOC.

    Department of Public Health Staff and Partner Training:

    + Analyzes training needs of the department and collaborative partners (e.g. municipalities, universities) in fulfillment of the Office of Public Health Preparedness (OPHP) mission.

    + Based on the analysis, designs, develops, plans, manages, and evaluates training courses, systems and learner outcomes.

    + Serves as one of the Agency Administrator for the Learning Management System (LMS) managing access to and use of this online training resource through developing and supporting division coordinators, assists new employees with setting up accounts and enrolling in courses, problem-solves user-issues.

    + Develops and implements strategies to meet training completion targets.

    + Using the LMS, generates reports to document NYSDOH deliverables related to preparedness training.

    + Develops training products to support emerging or best practices in communications technology, medical countermeasure dispensing operations and systems, and other emergency preparedness topics as appropriate to include subject matter expertise with the Clinical Data Management System (CDMS).

    + Provides support to staff used in a radiological response including access to training, manages updated emergency communications information and documents exercise participation

    + Serves as agency’s Subject Matter Expert and Unit Coordinator for the Monroe County Medical Reserve Corps and the NYSDOH SERV NY MRC database system in the Health Commerce System.

    + Manages, provides information through SERVNY database communication system and trains MCMRC volunteers to perform public health tasks in a public health emergency.

    + Serves as agency’s Subject Matter Expert in developing training, plans and exercises in collaboration with the significant Access and Functional Needs Community throughout our county to include United Way, Center for Disability Rights, National Institutes for the Deaf, and various long term care communities and group homes.

    + Serves as Countermeasure Data Management System subject matter expert, directs and trains staff and troubleshoots problems.

    Exercise and Drill Development and Implementation:

    + Utilizes the Homeland Security Exercise Evaluation Program (HSEEP) and templates to design, conduct, evaluate, identify and implement improvement actions related to response plans or response to real world events.

    + Carries out the activities needed to develop a tabletop, functional or full-scale exercise and related documentation.

    Other Projects/Activities:

    + Assists with other Public Health Emergency Preparedness (PHEP) deliverables, projects, technical writing and activities as needed and determined by the Program Manager, OPHP.

    + Analyzes results and prepares reports with recommendations; reviews report of studies completed by subordinates; prepares commentary on projects in process.

    MINIMUM EDUCATION & EXPERIENCE

    + Bachelor's degree Required

    + 3 years' experience; or an equivalent combination of education and experience. Required

    KNOWLEDGE, SKILLS AND ABILITIES

    Requirements:

    + Experience in project management. Required

    + Strong interpersonal and communication skills, including written communication. Required

    + NYS Driver's License and ability to travel to different locations throughout Monroe country. Required

    + Will be required to become forklift driver certified/licensed within 6 months of start of employment. Required

    + Employees are required to move material weighing up to 25 – 35 pounds. Required

    Preferred Requirements:

    + Experience in Public Health Emergency Preparedness (PHEP) programs or related field.

    + Completion of FEMA Incident Command System (ICS) 100, 200, 700 and 800 certification classes.

    + Completion of ICS 300 and 400.

    + Proficient in NYSDOH Learning Management System or a similar training system.

    + Proficient in a training publication program such as Adobe E-learning Suite.

    + Working knowledge of the role, organizational structure, and resources of the New York State Department of Health (NYSDOH) preparedness program and of the Health Commerce System.

    + Working knowledge of the role of the Centers for Disease Control and Prevention and the Federal Strategic National Stockpile (SNS) program related to medical countermeasure planning.

    LICENSES AND CERTIFICATIONS

    + Will be required to complete the following online Incident Command System (ICS) training within 6 months of employment: ICS 100, 200, 700 and 800 certifications and ICS 300 and 400 certifications within 12 months. Required
