Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce, to recruit and appoint qualified candidates to positions in the competitive service. About the Position This position conducts enroute air traffic control duties and advisory instructions for Fort Irwin Restricted Areas R2502 North, R2502 East, R2502 Alpha, Bicycle Lake Army Airfield, Goldstone Airstrip, and Freedom Field Landing Site. Responsibilities Direct administrative and technical work conducted by Air Traffic Control Specialists assigned to Bicycle Lake Army Airfield. Interpret Air Traffic Control policies, procedures, and practices emanating from the Federal Aviation Administration (FAA) and military authorities to assist in resolving problems. Determine the need for and develop specialized air traffic and navigational procedures to meet local requirements, or to improve techniques and services, and recommend changes to standard procedures. Work as a scheduled controller in all positions within the Air Traffic Control, controlling arriving and departing aircraft by means of radar and two-way radio communications. Control aircraft conducting parachute operations, close air support missions using live ordnance and airmobile troop operations while ground units are conducting artillery live-fire exercises during training rotations. Observe air traffic control specialists, evaluate employee performance; identify training needs, implement disciplinary measures and advise on administrative matters. Conduct personnel management, interviewing applicants to fill positions, and recommend hiring, promotion or reassignments. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes reviewing policies issued by relevant authorities to assist in solving specific problems, presenting information to pilots with direction before or during flights, responding rapidly to crisis situations, or leading a team of air traffic controller specialists. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GS-09). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
