    Summary The incumbent will serve as the Vocational Development Specialist, with the facility title of Health Care for Homeless Veterans (HCHV) Community Employment Coordinator (HCHV CEC). The CEC is a central figure (liaison, advocate, technical advisor) responsible for the ongoing orientation and training of the Homeless Services continuum in order to connect Veterans to the most appropriate and least restrictive VA and/or community-based employment services. Responsibilities This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. Duties include, but are not limited to: The HCHV Community Employment Coordinator (HCHV CEC) provides both direct and indirect services including access to job listings; resume preparation; vocational counseling; negotiations with employers for reasonable accommodations; assistance with completion and submission of job applications; coordination of and transportation to job interviews; interview skills training; job development and job placement. The HCHV CEC will assist the Veteran in obtaining a referral the nearest Compensated Work Therapy Program (CWT). In some cases, based on the Veteran's preferences and needs, The HCHV CEC may make a referral to an alternative agency, e.g. Department of Labor (DOL) to assist the Veteran in finding employment and gain entry into vocational training programs. Works closely with VBA to determine the Veteran's eligibility for VR&E services. Documents all vocational interventions, goals, objectives and outcomes through the writing of an individualized employment plan and actively participates in the implementation of this employment plan. Attends and participates in treatment team meetings, contributes actively to the strategies and support plans for all clients served by the team, and communicates strategies developed for job acquisition and retention to the treatment team. Expected to collaborate with existing community partners and employers and to demonstrate unique expertise in the ability to forge new relationships with such entities. Provide guidance, training and oversight regarding employment options for Veterans receiving Homeless Services across the VAMC. Assist local staff in developing templates for concise, individualized Veteran-centered assessments to determine the needed intensity level of employment services and supports for homeless Veterans. Develop employment opportunities for homeless Veterans both directly through community-based job development and indirectly by leveraging the expertise of the employment collaborative. Ensure that competitive employment resources of varying levels of intensity are currently available for homeless and chronically homeless Veterans both at the medical center and in the community. This should include services targeting chronically homeless Veterans who may benefit from a more intensive individualized job development and placement model. Coordinate with homeless, CWT and community program managers on rapid access and placement strategies for Veterans that reduce barriers to employment and identify appropriate supports to sustain outcomes. Conduct bi-monthly conference calls with all the members (VA and non-VA) of the local employment collaborative serving Veterans and resolves access barriers to rapid job placement. Monitor performance and progress through review (at least quarterly) of cases referred to the members of the collaborative to ensure that Veterans are receiving services leading to competitive employment and appropriate follow-up supports. Provide feedback to the HCHV staff and VAMC leadership on system resources, strengths, accomplishments, challenges, and recommended corrective actions on a quarterly basis. Develop and maintain a database on referral and placement outcomes and provide feedback to the collaborative members as well as national homeless leadership. Document all vocational interventions, goals, objectives, and outcomes in the Veteran medical records. This also includes consultations with HCHV staff, job development on behalf of a Veteran, and activities performed on behalf of Veterans with outside agencies. Attend and participate in program team meetings, contribute actively to the employment strategies and support plans for all clients served by the team, and communicate strategies developed to the team. Establish respectful, effective relationships with Veterans and with the clinical and administrative staff from a range of institutions and agencies, including community employers. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday, 8:00am-4:30pm Telework: This position may be authorized for ad-hoc telework. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for the GS 1715 occupational series. Applicants must have one of the following: Undergraduate and Graduate Education: Major study - vocational rehabilitation, vocational or educational counseling, or other fields related to the position. OR Specialized Experience- Examples of qualifying specialized experience include: Work that required obtaining and applying occupational information for people with disabilities, knowledge of the interrelationships of the involved professional and specialist services, and skill in employing the methodology and techniques of counseling to motivate and encourage individuals served by the program; experience that demonstrated knowledge of the vocational rehabilitation problems characteristic of the disabled, including familiarity with available resources and skill in identifying, evaluating, and making effective use of such resources to serve individuals with disabilities; or of the disadvantaged, including knowledge of adjustment problems of the educationally or culturally disadvantaged, familiarity with available adult education and training resources, and ability to recognize problem areas needing special attention; experience in vocational guidance or teaching in a recognized vocational rehabilitation program or school, developmental or supervisory work in programs of vocational rehabilitation or training programs for the disadvantaged, or personnel or employment placement work that provided extensive knowledge of the training and adjustment requirements necessary to place persons having disabilities or social adjustment problems.
