    Duties Description The Immigrant Community Specialist 3 in the Office for New Americans will function as a staff manager directing the grant management activities of a major statewide program that will affect thousands of immigrants in a highly visible and sensitive program.• Provide day-to-day oversight of the Office's grant management.• Supervise a highly independent professional staff doing compliance monitoring.• Monitor the quantity and quality of services provided and ensures conformance to standards.• Identifies policy issues arising out of the application of various laws and rules.• Comments on new policy or policy modifications, and coordinates with the Counsel's Office to provide recommendations.• Prepares periodic reports of unity activities for executive review.• Ensures that procedures for providing services to target recipients are monitored and adjusted for efficiency.• Coordinates the implementation of services to target recipients are monitored and adjusted for efficiency.• Coordinates the implementation of services to immigrants and other New Americans with other government, non-profit, and private agencies.• Ensures the dissemination of information on the social and economic assistance available to New Americans and their families.• Responds to request for information from New Americans, service providers, public officials, and the general public.• Establishes appropriate procedures to ensure that accurate and timely information is available to the public.

     

    Minimum Qualifications NON-COMPETITIVE QUALIFICATIONS:Eight years of experience in aiding or helping constituents, clients or citizens understand and participate in public and private programs, three years of which must have been in human services or the attainment of United States citizenship. Two of the eight years of experience must have been at a supervisory level.Or**Substitution: A bachelor’s degree may substitute for four years of the required experience. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.PREFERRED QUALIFICATIONS: • Experience doing oversight of State or Federally funded contracts, including conducting site visits and reimbursement review.• Experience with the development of government contracts and budgets.• Experience with compliance monitoring of community-based organizations.• Experience training and coaching a team.• Experience doing technical assistance to organizations receiving government grants.• Experience with the immigrant community.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.NOTE ON TELECOMMUTING: The Department of State employees may be approved for a maximum of 50% telecommuting, however, they are required to apply and obtain approval through management in accordance with The Department of State Telecommuting Program Guidelines.Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $4,000 annual downstate adjustment.ORPositions located within Orange, Dutchess and Putnam are also eligible to receive an additional $2,000 Mid-Hudson adjustment.
