These positions are located in Hartford, Connecticut.

POSITION HIGHLIGHTS
The Bureau of Outdoor Recreation is made up of three Divisions (Parks, Environmental Conservation Police, and Boating). The mission of the State Environmental Conservation Police (EnCon) Division is to provide natural resource protection and public safety through education, outreach and enforcement.
EnCon is seeking to hire two Environmental Protection Dispatchers. The Emergency Dispatch Center is a 24 hour, 7-day a week operation responsible for providing a communication link between operations within the Department of Energy and Environmental Protection, other public safety agencies and the public. The available shifts for these permanent, full-time positions are:
+ Second shift, Thursday through Monday, 3:00pm - 11:00 pm and;
+ Third shift on Weekends (Friday 11:30pm to Saturday 7:30am) & (Saturday 11:30pm to Sunday 7:30am) then second shift Monday, Tuesday and Wednesday = (3:30pm-11:30pm each day)
Successful candidates will have the ability to:
+ Calm individuals in crisis;

+ Gather and disseminate information clearly, accurately and rapidly in urgent situations;
+ Multi-task between the telephone, radio and various computer systems in stressful situations;
+ Maintain composure and function under the stress of an emergency situation;
+ Establish and maintain cooperative working relationships with others;
+ Read and speak English in a clear and effective tone of voice;
+ Hear clearly and discern a variety of audible communications and signals simultaneously;
+ Understand and be knowledgeable with computers, typing, data input and be comfortable with using technology.

At the Connecticut Department of Energy and Environmental Protection (DEEP), we are dedicated to conserving, improving and protecting our natural resources and the environment- and increasing the availability of cheaper, cleaner and more reliable energy.
Connecticut’s system of state parks and forests, state boat launches, and waterways, provide many opportunities for outdoor recreation for residents and visitors alike. These range from camping and fishing to hiking, boating, and picnicking.
The Bureaus of Outdoor Recreation and Natural Resources lead the agency’s outdoor recreation efforts by acquiring and managing lands with an eye toward providing public use that is compatible with long term protection of natural resources.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection this class is accountable for providing a communication link between the units and/or divisions of the Department of Energy and Environmental Protection, other public safety agencies and the public.
EXAMPLES OF DUTIES
+ Operates radio communication equipment and receives and dispatches radio messages on an assigned shift;
+ Provides a communications link for personnel in the field or agency headquarters;
+ Relays information and requests for assistance to appropriate jurisdictions;
+ Operates computer equipment;
+ Operates voter system to determine radio transmission capability;
+ Advises other agencies on incidents of special concern;
+ Dispatches emergency response teams of the agency;
+ Operates computer assisted dispatch (CAD), National Crime Information Center (NCIC) and Connecticut On-Line Law Enforcement Communications Teleprocessing (COLLECT) systems;
+ Maintains initial incident report;
+ Maintains written records and logs of shift activity;
+ Interprets and relays information to field personnel;
+ Contacts and may coordinate with agency units and/or agencies such as Federal Aviation Administration, Coast Guard, State Police and local public safety agencies;
+ Interprets and applies state statutes and regulations pertaining to environmental protection issues;
+ Independently responds to calls from the general public;
+ Provides general information or referrals to the general public;
+ Determines and evaluates whether emergency or non-emergency situations exist, prioritizes and takes appropriate action;
+ May prepare reports;
+ Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
+ Knowledge of
+ and ability to operate and monitor communications equipment;
+ state and federal laws, statutes, regulations and procedural guidelines relating to conservation enforcement;
+ terminology used in radio communications;
+ laws, rules and regulations governing radio communications equipment;
+ Skills
+ interpersonal skills;
+ computer keyboarding skills;
+ Ability to
+ listen and communicate calmly, effectively and courteously with the public and emergency personnel in emergency and non-emergency situations;
+ speak proper English and enunciate clearly;
+ function and react calmly, effectively and efficiently under stress;
+ determine priorities among multiple issues as well as analyze problems and take appropriate actions;
+ exercise discretion in handling confidential information;
+ follow oral and written instructions;

MINIMUM QUALIFICATIONS
One (1) year of experience in dispatching and operation of communication equipment.
PREFERRED QUALIFICATIONS
+ Experience with computer assisted dispatch (CAD), National Crime Information Center (NCIC), and CT On-Line Law Enforcement Communications Teleprocessing (COLLECT) systems;
+ Experience interpreting and applying conservation enforcement state and federal laws, statutes, regulations, and procedural guidelines;
+ Experience managing competing deadlines and adapting to changing priorities in a work environment;
+ Experience extracting information from individuals during emergency response communications;
+ Experience making independent decisions while evaluating emergency and non-emergency response situations.
SPECIAL REQUIREMENTS
+ Incumbents in this class must have and maintain certification as a Telecommunicator.
+ Incumbents in this class must receive certification in National Crime Information Center (NCIC) and Connecticut On-Line Law Enforcement Teleprocessing (COLLECT) systems within three (3) months of appointment.
+ Incumbents in this class may be required to work a schedule that includes weekends, evenings and holidays.
CHARACTER REQUIREMENTS
In addition to the checking of references and facts stated in the application a thorough background investigation of each candidate may be made before persons are certified for permanent appointment.
PHYSICAL REQUIREMENTS
A physical examination may be required by the appointing authority. Applicants for this class must possess normal hearing and vision.
WORKING CONDITIONS
Incumbents in this class may be required to work in tiring positions for long periods of time.
