    Position classification

    Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.

    What Success Looks Like In This Job

     

    This position supports the design, implementation, and evaluation of the Integrated Data System (IDS)at the Adams County Health Department (ACHD), with a particular focus on population health epidemiology, data modernization, and cross-program integration. This role is central to ACHD’s vision of a data-informed, equity-driven public health data infrastructure.

     

    This individual will bridge technical informatics and applied epidemiology to help modernize public health workflows, evaluate programs, and support both internal and public-facing data tools. This includes conducting analyses on population health trends, Census data, developing interactive dashboards and use-cases, and facilitating data governance to ensure data is accurate, timely, and accessible for decision-making.

     

    The position requires strong analytical, communication, and project management skills, and will support both strategic planning and day-to-day implementation efforts. It is ideal for a candidate who thrives in a collaborative environment, is passionate about improving health outcomes through better data, and brings both epidemiologic and informatics experience to the table.

     

    Examples of Duties for Success

     

    Population Health Epidemiology

     

    + Must commit to a learning mindset and continuous improvement regarding the practice of diversity, equity, and inclusion in all aspects of work within Adams County and The Department of Public Health including management style, work style, training, communication, and evaluation.

     

    Data Modernization & Informatics

     

    + Assist the development and population of health department data systems, supporting cross-program data integration, documentation, and governance.

    + Create and manage web-based dashboards, portals, and data applications that allow for internal decision-making and public transparency.

    + Design and implement workflows and ETL processes that improve data quality, reduce duplication, and support operational efficiency.

    + Build and automate reporting systems that allow for real-time tracking of program metrics (PMQI, KPIs) and public health surveillance data.

    + Ensure compliance with data standards (e.g., HIPAA, FERPA), and uphold rigorous data privacy and security protocols.

     

    Training, Capacity Building & Collaboration

     

    + Deliver technical assistance and training to staff and partners on data literacy, dashboard interpretation, and use of data systems.

    + Collaborate with epidemiologists, program managers, IT teams, and community-based organizations to align efforts with ACHD’s strategic goals.

    + Support change management efforts by documenting processes, gathering user feedback, and adapting tools to user needs.

     

    Emergency Preparedness Duties

     

    + Responds, as required, to support public health emergencies, incidents, and events.

    + Participates in all exercises and drills to support the agency’s emergency preparedness mission, as required. Completes trainings identified as appropriate for the position.

    + Maintain sensitive & confidential client information according to the HIPAA policy.

     

    Qualifications for Success

    SKILLS

    + Experience with complex data management processes and documentation.

    + Proficiency in epidemiologic and statistical methods used in public health research, surveillance, and evaluation.

    + Experience managing and analyzing complex datasets using tools such as SAS, R, Python, SQL, and Excel.

    + Familiarity with geospatial data and tools (e.g., ArcGIS, ArcGIS Online) to support mapping and environmental health analyses.

    + Ability to develop and interpret visualizations in platforms like PowerBI, Tableau, or ArcGIS Dashboards.

    + Strong foundation in data governance, quality assurance, metadata documentation, and secure data-sharing practices.

    + Ability to clearly communicate data insights to both technical and non-technical audiences, including policy makers and the public.

    + Understanding of health principles and how communities can impact outcomes across populations and geography.

    + Excellent project management, organization, and collaboration skills; able to manage multiple deliverables and timelines.

    + Demonstrated initiative, creativity, and adaptability in developing new tools, processes, and analytic strategies.

    + Experience supporting strategic planning, community assessments, and/or local government performance measurement frameworks is a plus.

    More Qualifications for Success

    Education and Training:

    + Requires a bachelor’s degree from an accredited College or University in Public Health, Data Science, GIS, Environment Sciences, Information Technology, Computer Science, or related field.

    + Three years of related work experience OR a masters degree in a related field and one year of related work experience.

     

    Other: Bilingual candidates are preferred and are eligible to earn incentive pay, based on use.

    Working Conditions and Physical Requirements

    This role remains in a semi-stationary position, often sitting or standing for prolonged periods of time. Occasionally, this role will move about to accomplish tasks by walking or traveling from one department to another, or by traveling from one worksite to another. This position’s physical demands are assessed to be light work that includes moving objects up to 20 pounds.

     

    This role constantly communicates with others to exchange information by speaking and writing, and that includes repeating motions that include wrists, hands, and/or fingers. This position will be asked to self-assess accuracy, neatness, and thoroughness of work assigned.

     

    This position can expect no adverse environmental conditions as work is performed in an office building.
