Description
This position in the Development Services Section of the Department of Community Development will be responsible for supervising and conducting reviews of a variety of complex development order applications and completing special projects as assigned. The ideal candidate will be well-organized, possess excellent written and verbal communication skills, and demonstrate the ability to exercise independent judgment, initiative, and creative problem-solving. The Development Services Section is responsible for administering the Lee County Land Development Code and coordinating the review and analysis of applications for development orders, limited development orders, vegetation removal permits, plats, petition to vacate easements and/or rights of ways. Special exceptions and variances. The Development Services Section also provides technical assistance to the County’s customer base. This position works directly with landowners, applicants, consultants, and other county staff with a wide range of expertise to review, analyze, and make recommendations relative to land use and development in unincorporated Lee County.

Duties and Responsibilities
+ Completes technical review and analysis of site plan applications for compliance with the requirements of the Land Development Code and consistency with the Lee County Comprehensive Plan (the Lee Plan).
+ Reviews development order drawings, applications, and other engineering supporting data as they relate to potable water, sanitary sewer, reclaimed water infrastructure, engineering, transportation, zoning, comprehensive plan, and utility systems for compliance with requirements.
+ Review and interprets engineering, architectural, and survey plans for compliance with Land Development Code and Lee County Comprehensive Plan.
+ Communicate and collaborate with professionals, other County Departments, property and/or business owners, project applicants, applicant representatives, and members of the general public to resolve issue or notify of critical situations.
+ Conduct site inspections before, during, or after construction of a project.
+ Attends, presents, and participates in public meetings or general public.
+ Researches and analyzes professional documents relating to zoning, land use, community development, and growth management.
+ Prepares, with attention to detail, written reports, graphics, maps, charts, tables, and other visuals.
+ Maintains effective working relationships and provides customer service and technical assistance to landowners, applicants, attorneys, consultants, and other county staff.
+ Performs related duties as required.
Work is evaluated under the general direction of a supervisor who reviews progress with an eye towards attaining mutually-established goals and objectives and providing mentorship to facilitate professional development
Education, Experience, Licensing
+ Any combination of education, training, and experience equivalent to a high school diploma or GED and four years of relevant experience in land use planning, development review, engineering inspection, or a closely related field.
+ Preferred: College coursework or degree in civil engineering, civil engineering technology, or a related discipline.
+ Valid driver’s license and acceptable driving record required.
Supplemental Information
The ideal candidate will:
+ Have a thorough knowledge of zoning, land use, civil engineering, and environmental planning principles and practices.
+ Exhibit the ability to independently identify practical solutions to vaguely defined, complex zoning issues.
+ Thorough knowledge of engineering principles and practices; site layout and design; geotechnical, structural, traffic, transportation, utilities, and water resources engineering; and engineering/land surveying.
+ Ability to establish and maintain effective working relationships with applicants, engineers, land use planner, land developers, attorneys, contractors, the general public, and others.
+ Be proficient in the use of computer software (including Microsoft Word, Microsoft Excel, and ArcGIS) with attention to detail regarding format and content.
+ Possess strong writing, editing, research, and public speaking skills.
+ Be able to effectively present technical information to a variety of audiences.
+ Ability to manage several projects and assignments simultaneously.
+ Be able to work independently and in a team environment.
+ Possess the knowledge and ability to research, interpret, and apply local, state, and federal regulations.
+ The work days and hours are Monday-Friday 7:30 am - 4:30 pm.
