Summary About the Position: Serves as a senior program analyst and a technical programmatic expert within the Real Estate Division, with responsibility for the entire budget/programming process utilizing the Primavera project management database monitoring project execution schedules and program development data. Responsibilities Coordinates and works closely with realty specialists and project managers on analysis of data in the automated information system relating to the civil works and military programs. Gathers and monitors data from various elements of the district concerning obligations, expenditures and contract earning vouchers. Reviews and personally participates in the preparation of a variety of miscellaneous estimates and reports to reflect status of the program and budgeted funds for higher authority. Performs analysis on proper level of cost detail required and initiates and administers programming activities. Serves as point-of-contact for Real Estate Division in respect to authority to obligate and expend funds for administrative costs to be charged to the Departmental Overhead account. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes experience 1) coordinating budget and program schedule with teammates and other District personnel; 2) managing and advising others on the best course of action based on data analysis; 3) preparing and presenting reports; AND 4) remaining up-to-date on regulations, budget changes, and any other pertinent information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Customer Service Manages and Organizes Information Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
