Position Summary
Young Adult Career Academy is a 10-week paid internship experience.
HOURLY RATE: $19.16
THE OPPORTUNITY:
Ramsey County Workforce Solutions and Public Pathways Program is offering a Young Adult Career Academy (YACA) for eligible Ramsey County residents who are interested in learning more about careers in government, making great connections, and receiving additional workforce development support. Areas of learning throughout the 10-week internship can include Parks & Recreation, Public Works, Emergency Communications, County Manager's Office, County Commissioner’s Office, Election Services, County Assessor's Office, and St. Paul College Customer Service class.
IMPORTANT INFORMATION:
+ The academy is held for 10 weeks, Monday-Thursday from 9:00a.m. -1:30 p.m. with Friday’s as foundational learning days from 9:00 a.m. – 1:30 p.m.
+ Attendance is mandatory for the duration of the 10-week academy.
+ Participants are paid $19.16/hour and may receive supportive assistance to be successful (i.e. bus/gas cards for transportation assistance, business casual attire).
+ Academy start date is planned for September 2nd through mid-November (dates may be adjusted – internship can potentially be extended).

EXAMPLE OF DUTIES IN EACH DEPARTMENT/AREA:
Ramsey County Board of Commissioners, Downtown St. Paul
The Ramsey County Board of Commissioners establishes county policies and provides oversight of its budget and operations. Have an opportunity to learn about public policy process, experience an official board meeting as well as other community and constituent connections, and connect with Commissioners on their priorities for the county. Opportunities will provide for interactions with the Chief Clerk and the County Manager’s offices.
Parks and Recreation – Soil & Water and Community Engagement, Maplewood
Manages nine county parks, six regional parks and five regional trail corridors with miles of trails that are perfect for walking, biking, mountain biking or cross-country skiing through the County's diverse landscape. We also run 13 sheets of ice, a fieldhouse, three golf courses and a nature center. Participants will develop an understanding of the different jobs within the Parks Department, what goes into planning and maintaining the parks and facilities as well as understanding outdoor programming and community engagement.
Public Works, Arden Hills
Oversees the construction and maintenance of the county’s transportation system (roads, bridges, traffic signals, road signs and storm water drains) and maintains the county’s fleet of cars, dump trucks and construction/maintenance equipment. Participants will gain in-office and outdoor field experience by learning how roadway property is established, how roadway projects are constructed and how the condition of roads/ drainage systems are inspected. As well as the maintenance/repair of highway signs, roadways, small engine tools and fleet vehicles.
Emergency Communications Center, Downtown St. Paul
Fields emergency and non-emergency telephone calls and text messages. Calls are prioritized and dispatched to police and/or fire personnel. Participants will learn the basics of what Public Safety Dispatchers and Telecommunicators do as well as listening to live 911 calls and observe the dispatching process.
Additional Experiences Included - A Customer Service class at Saint Paul College, employment support, and enhancement experiences including opportunities to learn about public sector careers, how to apply for jobs in Ramsey County, use of social media platforms such as LinkedIn, meeting with County Commissioners, and tours of county/city facilities.
Participating departments may vary from what is listed above.
Minimum Qualifications
Participants must:
+ Be a Ramsey County resident between the ages of 18-24.
+ Have a government issued picture identification and Social Security card/Birth Certificate.
+ Have a high school diploma or G.E.D.
+ Meet income and eligibility guidelines.
Hiring Timeline*
+ Week of July 21st – Position Posted.
+ Week of August 4th – Interviews for applicants selected to interview.
+ Sept. 2nd – selected participants complete New Hire Paperwork with Ramsey County and New Hire Orientation.
+ September 3rd 5th – Customer Service Course at St. Paul College
+ September 8th – initial 10-week rotations through departments begin
+ November 14th – initial 10-week rotations end
+ November 17th – potential of 250 hour extended internship start

This is an unclassified, at-will position, holding a confidential relation to the department head or elected official. This position requires an open screening and selection process. There is no exam for this unclassified, at-will, position. All applicants who meet the minimum qualifications will be forwarded to the department for consideration. The department may choose to interview any candidate on the eligible list.
Definition of Unclassified from the Ramsey County Personnel Act:
Subdivision 1. General. "The appointing authority may discharge employees in the unclassified service with or without cause. Employees in the unclassified service have no right to a grievance appeal from discharge or other disciplinary action under sections 383A.281 to 383A.301. An employee in an unclassified position shall not have tenure but shall be entitled to all benefits associated with tenure such as vacation leave, sick leave, health insurance, and other benefits as determined by the county board."
