Office of Mineral Resources – Mineral Income Division
The Mineral Income Division works closely with the State Mineral and Energy Board's (Board) audit section. This Division performs collection and accounting of revenue due the State from mineral leasing activity and production on State-owned lands and water bottoms on behalf of the Board.
To ensure that all revenues are properly classified, the Division enters the payor information on new and existing LUW codes (Lease, Unit, Well) into the SONRIS Program. The Division also generates and processes Payor Registers which are mailed to the various payors for verification of State Decimals.
Minimum Qualifications
Three years of experience in accounting or auditing; OR
Six years of full-time experience in any field plus twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems; OR
A bachelor’s degree with twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems; OR
A bachelor’s degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics; OR
A bachelor’s degree plus a Certified Information Systems Auditor (CISA) or Certified Government Audit Professional (CGAP) designation; OR
An advanced degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics; OR
A Certified Public Accountant (CPA) license, Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
This position is located in the Mineral Income Division within the Office of Mineral Resources in Baton Rouge, LA. This position performs highly responsible, professional auditing work involving the performance of complex audits in oil and gas company offices and/or other field locations. Work requires extensive knowledge of the oil and gas industry, the regulations governing this industry and the contractual obligations applicable to the specific company under audit. Work is performed independently, with general supervision received from an Auditor Supervisor or Audit Manager. Duties and responsibilities include, but are not limited to the following:
+ Serves as technical advisor to less experienced auditors.
+ Performs considerable research in preparation for the audits, including in-depth analyses of various legal documents that outline the company’s role in producing or marketing oil and gas.
+ Examines, analyzes, and evaluates mineral lease contracts, unitization agreements, court judgements, industry pricing, cash statements, and other financial documents.
+ Obtains access to the internal records of the company under audit and in-depth research and analysis of these records to resolve effectively any discrepancies or irregularities that exist.
+ Requires extensive knowledge of geological and engineering information, the regulations governing the industry, functions of the Strategic On-line Natural Resources Information System (SONRIS) and complex industry pricing/rate structures.
+ Analyzes buyer, seller, and payor contractual terms as defined in processing, marketing, transportation, and other operating agreements.
+ Prepares audit findings (exceptions) and thorough reports of such field audits, including recommending corrective actions.
+ Conducts entrance and exit conferences at the commencement and conclusions of audits and serves as the direct contact on behalf of the department.
+ Functions as a lead auditor, which will include training and supervising less experienced auditors on an occasional basis.
+ Other duties as assigned.
Appointment Type: This vacancy is being announced as a classified position and is open to all qualified applicants. This position requires the selected applicant to serve a minimum probationary period of twelve (12) months. A current, permanent status state employee may be required to accept a probational appointment in lieu of promotion. Additional Vacancies may be filled from this announcement within 90 days of the closing date.
Career Progression: This position will be filled as an Auditor 1, 2 or 3, depending on the level of experience of the selected applicant.
