Office of Mineral Resources – Mineral Income Division
The Mineral Income Division works closely with the State Mineral and Energy Board's (Board) audit section. This Division performs collection and accounting of revenue due the State from mineral leasing activity and production on State-owned lands and water bottoms on behalf of the Board.
The Division also performs audits of payor companies, including audits of major companies every three years, with auditors based in Houston, Texas and Baton Rouge, Louisiana. The field auditors work onsite at payor company offices, reviewing company records of items such as product allocation, volumes production and disposition, sales revenue and deductions, and oil and gas contracts, to determine compliance with payment obligations.
Minimum Qualifications
Six years of experience in accounting or auditing; OR
Six years of full-time experience in any field plus twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems plus three years of experience in accounting or auditing; OR
A bachelor’s degree with twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems plus three years of experience in accounting or auditing; OR
A bachelor’s degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics plus three years of experience in accounting or auditing; OR
A bachelor’s degree plus a Certified Information Systems Auditor (CISA) or Certified Government Audit Professional (CGAP) designation plus three years of experience in accounting or auditing; OR
An advanced degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics plus two years of experience in accounting or auditing; OR
A Certified Public Accountant (CPA) license, Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation plus one year of experience in accounting or auditing.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
This position is located in the Mineral Income Division within the Office of Mineral Resources in Houston, TX. This position performs highly responsible, professional auditing work involving the performance of complex audits in oil and gas company offices and/or other field locations. Work requires extensive knowledge of the oil and gas industry, the regulations governing this industry and the contractual obligations applicable to the specific company under audit. Work is performed independently, with general supervision received from an Audit Manager.Duties and responsibilities include, but are not limited to the following:
+ Work in accordance with requirements and standards set under the Council of Petroleum Accountants Society's (COPAS) standards and procedures, generally accepted auditing standards, and contractual terms contained in mineral lease agreements.
+ Analyze buyer, seller and payor contractual terms as defined in processing, marketing, transportation and other operating agreements.
+ Assesses and determines the need for new laws, requirements or changes to existing state mineral leases.
+ Reviews staff audit reports to assess audit issues associated with the state receiving the fair market value of oil and gas.
+ Examine, analyze and evaluate mineral lease contracts, unitization agreements, court judgements, ledger and other various financial documents.
+ Performance of field audits involves obtaining access to the internal records of the company under audit and in-depth research and analysis of records.
+ Knowledge of Strategic On-line Natural Resources Information System, (SONRIS) and complex industry pricing/rate structures.
+ Train subordinate auditors an all new Field Audit hires to ensure their works is performed properly and timely.
+ Function as lead auditor and review working papers of subordinate auditors and provide feedback.
+ Prepare audit findings and thorough reports to such field audits, including recommendation of corrective actions
+ Other duties as assigned.
