    About this Job:

    This position reports to the Attorney-Deputy General Counsel I. This attorney serves as Attorney Supervisor for the Construction Unit of the Legal Section, Department of Transportation and Development, which is currently composed of one Attorney Supervisor, three attorneys, one paralegal and two administrative assistants.

    Minimum Qualifications

    Possession of a current Louisiana license to practice law plus four years of experience as a practicing attorney.

    Job Duties and Other Information

    Job Duties:

    + Working with Financial Information: The ability to use financial data to guide, drive, and convey the financial standing and/or outlook of an organization.

    + Provides advice and consultation on a statewide basis for Department personnel and representatives of local government entities affiliated or doing business with the Department; includes written opinions, contractual review, negotiations, preparation and execution of contracts and other legal documents involving the Department, pertaining to, but not exclusively, contractual relations, financing, development of specifications, environmental regulation, the design-build/public bid process, and construction claims.

    + Administers and facilitates the reception and processing of DOTD public works act liens and related documentation and releases filed and recorded against department public works contracts.

    + Analyzes, organizes, assigns, reviews, recommends, and approves tasks assigned to the Construction Unit. Directs, guides, administers and supervises the attorneys, contract counsel, paralegals, and clerical staff engaged in the Construction Unit; analyzes, organizes, distributes and monitors the cases and miscellaneous legal, administrative and clerical tasks assigned to the members of the Construction Unit, including review, recommendations and approval of ongoing and completed work.

    + Prepares and monitors professional service contracts with attorneys and other professionals engaged in litigation support; reviews and approves payment of statements for services rendered and costs advanced by contract attorneys and experts.

    + Provides guidance and assistance for trial attorneys in the research, preparation and trial of pending lawsuits and administrative hearings. Assists in the preparation and trial of construction public works disputes and related matters. May be requested to second chair litigated matters, when appropriate, or to try highly complex jury or non-jury trials or appellate proceedings.

    + Closely monitors and analyzes legislation activity during each session to keep well-informed of bills impacting DOTD's Construction Section. Interprets such for internal discussion with the Deputy General Counsel. Recommends and drafts new legislation necessary for operation of Construction Unit. Reviews and prepares legislation dealing with the Department as requested by the General Counsel or the Deputy General Counsel; monitors pending legislation and provides information to the Department, Legislative Committees, and certain boards and commissions on legislation affecting the Department or those commissions.

    There is a Special Entrance Rate of $2932.80 biweekly.

    2 years to less than 4 years - $1.50/hour

    4 years or greater - $2.00/hour
