    General Services Facilities Maintenance Division is responsible for the repair and maintenance of over 250 city government facilities including: City Hall, Public Safety Building (Jail), Norfolk Consolidated Courts Complex, entertainment venues such as the Scope Arena, Chrysler Hall, Attucks Theater, the Virginia Zoo; a cruise terminal, all police and fire stations, recreation centers; pools and numerous city office buildings. The Division is staffed with 96 employees responsible for carpentry, plumbing, electrical, painting, HVAC, elevators, roofing, moves and relocations of city employees, finance, and administrative functions.

     

    The Facility Maintenance Division is seeking a dedicated and experienced Maintenance Supervisor II to oversee the daily operations of the Carpentry Shop, Locksmith Shop, and Sign & Fence Shop. This position is responsible for planning, assigning, and directing work activities, supervising a team of skilled employees, and managing external contractors to ensure timely and high-quality maintenance and repair services. Under the direct supervision of the Chief Operating Engineer, the Maintenance Supervisor II will ensure that operational goals and service expectations are consistently met or exceeded, contributing to a safe, secure, and functional environment for all facilities.

    Essential Functions

    Essential functions include, but are not limited to:

    Manages the daily operations of the carpentry shop:

    + Utilizes a work order system to assign, monitor, and ensure work orders are addressed and closed in a timely manner

    + Implements preventative maintenance (PM) programs and schedules

    + Performs inspections and prepares reports

    + Responds to building emergencies

    + Makes decisions to repair or replace failed components based on knowledge of buildings

    + Allocates resources and manpower by adhering to City’s Finance/Procurement procedures

    + Tracks expenses of shop to ensure staying within allocated budget

    + Assists with writing and administering contracts

    + Oversees small tool inventory

    + Ensures that vehicles are kept up to date on preventative maintenance

    + Leads team in preparing for and responding to weather emergencies by checking supplies, reviewing personnel assignments, preparing buildings, assessing damage, and making needed repairs being sure to follow emergency related protocol

    Supervises employees:

    + Approves payable time and makes corrections to timesheets when necessary

    + Manages leave requests by ensuring the leave will not negatively impact or disrupt carpentry work or productivity

    + Monitors employee leave accrual and ensures they are provided opportunities to utilize the leave

    + Completes yearly performance reviews

    + Supplies guidance, training, counseling and feedback in areas where improvement is needed

    + Provides Chief Operating Engineer with input concerning corrective action when needed

    + Ensures employees are compliant with required training

    + Follows check off list for all new employees

    + Disseminates information to employees

    Directs contractor work:

    + Acts as liaison between customer and contractor

    + Coordinates work timeline

    + Ensures work follows outlined specifications

    + Inspects finished jobs

    + Approves invoices for payment

    Oversees Carpentry vacancies:

    + Completes all necessary forms and submits to Chief Operating Engineer for approval

    + Serves as lead panel member during interviews

    + Makes recommendation to hire or continue with recruiting process

    ADDITIONAL INFORMATION:

    + Additional hours beyond the normal work schedule (including evenings, nights, weekends, and holidays) will be required on occasion due to facility emergencies, operational needs, and/or contractor work scheduling. The Maintenance Supervisor II position is exempt from the overtime provisions of the Fair Labor Standards Act.

    + This position is designated as Essential and is required to report to work during City closures due to inclement weather and other emergencies.

    Education/Experience

    Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with six months/one year of advanced study or training past the high school equivalency. Junior college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.

    Required:

    + Three years of experience as a Maintenance Technician or Supervisor.

    Preferred:

    + Three years of practical experience in the carpentry trade.

    + Experience with physical security access, keys and locks, doors and hardware.

    + Minimum of one year of experience with direct supervision of employees including assigning work, reviewing timesheets, and approving leave requests.

     

    Additional Information & Requirements

     

    + Valid Driver's License required.

    Work Schedule:

    + Monday - Friday, 7:00AM – 3:30PM

    + Additional hours beyond the normal work schedule (including evenings, nights, weekends, and holidays) will be occasionally required due to facility emergencies, operational needs, and/or contractor work scheduling.

    + This position is designated as Essential and may be required to report to work during City closures due to inclement weather and other emergencies.

    + Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

    + Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

    + Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

    + Retirement

     

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    + The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply.
