    Description of Job

    About the Work Unit

     

    The Office of Adult and Juvenile Justice Assistance (OAJJA) administers federal and state criminal and juvenile justice funding programs. It provides staffing support to the Justice Assistance Grant (JAG) Board and the Juvenile Justice and Delinquency Prevention (JJDP) Council. In addition, OAJJA staff are actively involved in policy initiatives intended to improve the criminal and juvenile justice systems. The Governor-appointed Juvenile Justice and Delinquency Prevention (JJDP) Council establishes funding priorities for funding from the OJJDP and serves in an advisory capacity to the Governor and State legislature as well as state agencies on juvenile justice and delinquency prevention matters. Similar to the JJDP Council, the Governor-appointed Justice Assistance Grant (JAG) Board establishes funding priorities for the Justice Assistance Grant and serves in an advisory capacity to the Governor and State legislature, as well as state agencies on criminal justice matters.

     

    The unit staff conduct statewide activities including, but not limited to, development and/or implementation of public policy and guidelines for the implementation of effective criminal and juvenile justice programs; administration and implementation of grant management policies and rules; training of grant applicants on policies and procedures and effective grant management practices; provision of technical assistance to grantees on criminal and juvenile justice systems issues and ongoing implementation and evaluation of grant projects; monitoring of grant project performance and data collection and reporting to the legislature, the general public and the federal government. The Office of Adult and Juvenile Justice Assistance (OAJJA) facilitates coordination between the federal, state and local departments of criminal and juvenile justice, including law enforcement, adult and juvenile probation, adult and youth corrections, mental health, substance abuse treatment, and education on issues regarding criminal and juvenile justice system improvement and violent crime in Colorado.

    Work Environment

    + This position requires 70% travel time to visit and inspect approximately 80 facilities per year across the state of Colorado.

    + Attendance at the Lakewood office is required at least two days a week when not traveling and conducting site visits.

    + This position will work within a hybrid model of home and office. The position will need to be flexible in their worksite location.

    Work Conditions

    + This position requires sitting for extended periods of time while traveling to facilities across the state, or doing computer work.

     

    About the Job

     

    The Compliance Monitor provides consultative services, technical guidance, and expertise to units of local government, law enforcement agencies, and/or organizations for the purpose of establishing/maintaining/demonstrating compliance with the core requirements of the Juvenile Justice and Delinquency Prevention Act and related Colorado statutes. This position is responsible for fulfilling the compliance monitoring core requirement of the JJDP Act, which includes: annually identifying and classifying the universe of facilities that must be monitored for compliance with the JJDP Act, annually inspecting facilities, and collecting and verifying data on juveniles held securely. This position monitors all secure and non-secure law enforcement facilities and juvenile detention centers in the state for compliance with the JJDP Act related to the safe and appropriate holding of juveniles, and produces Colorado’s annual compliance monitoring report for submission to the Office of Juvenile Justice and Delinquency Prevention. Colorado’s annual funding through the JJDP Act is contingent upon full compliance. This position is responsible for the education and training of law enforcement on the JJDP Act core requirements and provides technical assistance to law enforcement so that JJDP Act compliance is realized. This position coordinates and collaborates with other state agencies related to juvenile justice and delinquency prevention for the purpose of improving the system.

    Key Responsibilities

    JJDPA Compliance Monitoring Plan Implementation

     

    Coordinates and conducts monitoring site visits to adult jails, lockups, secure juvenile detention facilities, court holding facilities, and temporary holding facilities for compliance with the JJDPA core requirements. Provides on-site interpretation of the federal regulations as they relate to each facility. Negotiates and assists in plan development with local officials, including sheriffs, police chiefs, and other local officials, to fully comply with the core requirements of the JJDPA. Reviews architectural plans for new and remodeled secure adult facilities and advises on acceptable structural plans. Reviews local agency policies and procedures and advises on revisions to bring the agency into compliance with the JJDPA Core Requirements. Maintains the Compliance Monitoring Universe (CMU), a Database developed and used to track all jails, lockups, secure juvenile detention facilities, juvenile correction facilities, and any other secure public and private facilities in which juveniles might be detained or incarcerated. The CMU retains agency contacts, monthly reports, and comments related to each facility that is monitored under the JJDP Act.

     

    JJDPA Compliance Data Collection, Verification, and Reporting

     

    Collects, verifies, and analyzes data on all juveniles held securely. Collects and reviews monthly holding logs from law enforcement agencies and semi-annual reports from state secure juvenile detention facilities. Compiles monthly and quarterly internal reports, compiles annual compliance monitoring report for the federal Office of Juvenile Justice and Delinquency Prevention, the Division of Criminal Justice, and the Colorado Juvenile Justice and Delinquency Prevention Council.

     

    Prepares the Annual State Compliance Report pursuant to federal guidelines. The Annual State Compliance Report is a compilation and analysis of violation data for a twelve-month period and includes circumstances of violations and an acceptable plan to address and eliminate causal factors for violations.

     

    JJDPA Compliance Monitoring Plan Development

     

    Establishes the Colorado Juvenile Justice and Delinquency Prevention Act (JJDPA) compliance monitoring plan, identifies the universe of facilities that will require monitoring, classifies facilities according to federal regulations, updates the Division of Criminal Justice (DCJ) monitoring policies and procedures manual, updates reporting forms, and updates the list of facilities and sight and sound separation levels. Interprets all federal legislation, regulations, and federal registers related to the Deinstitutionalization of Status Offenders, Sight and Sound Separation, and Jail Removal core requirements of the Juvenile Justice and Delinquency Prevention Act.

     

    Training and Technical Assistance

     

    Provides training and technical assistance to state and local agencies on JJDPA compliance rules and regulations. Provides JJDPA compliance on-site training to adult jails, lockups, juvenile detention centers, court holding facilities, and temporary holding facilities, often at shift meetings, to line staff and supervisors. Resolves non-compliance with the core requirements of the Juvenile Justice and Delinquency Prevention Act through training, technical assistance, instruction, and collaboration.

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

     

    Note, to be considered for this position, you must meet one of the following options for consideration.

     

    + Eight years of specialized experience in planning and implementing compliance strategies in criminal justice or law enforcement systems, reviewing policies, procedures, building inspections, data collection, and reporting.

    + A combination of related education and/or relevant experience in an occupation related to the work assigned, equal to eight years.

    + Previous work experience in a criminal justice environment, juvenile justice experience is highly preferred.

    + Working knowledge of auditing state, local, or federal criminal justice facilities, jails, and/or correction centers

    + Knowledge of federal laws and regulations

    + Preparing and presenting training for diverse audiences; training law enforcement preferred

    + Experience utilizing and leveraging databases

    Conditions of Employment

    + Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search, reference checking, driving history.
