    Description of Job

    About The Work Unit:

    The Office of Environmental Justice (“OEJ”) seeks to advance environmental justice in Colorado and implement statutory environmental justice mandates, including specific benchmarks and targets established by the Environmental Justice Act. We work in partnership with disproportionately impacted communities (“DI communities”); the Environmental Justice Advisory Board (“EJAB”); other federal, state, local, and tribal government partners; and offices and divisions with CDPHE. Our role includes meaningful engagement of DI communities; administering the Environmental Justice Grants Program and Supplemental Environmental Projects; partnering with the Water Quality Control Division to implement the Mobile Home Water Quality Act; providing high-quality spatial analysis and mapping through Enviroscreen and the DI Communities Map; and facilitating Environmental Equity and Cumulative Impact Analysis.

    What You Will Be Doing:

    The EECIA Manager manages the development and implementation of Environmental Equity and Cumulative Impacts Analyses, in accordance with HB 21-1266 and HB 24-1338, following the guidance of OEJ Director, the department’s senior leadership, and the Governor’s Office. The EECIA manager will manage all project activities, including developing and executing a project workplan; selecting of project locations and contractors; managing contracts; ensuring compliance with statutory requirements; facilitating working groups, and assuring meaningful participation by communities, executive branch agencies, and other interested parties.

    MINIMUM QUALIFICATIONS:

    Experience Only:

    Seven (7) years of relevant experience in Environmental justice research or programs, epidemiology or toxicology, project management, and/or community outreach and engagement.

    OR

    Education and Experience:

    A combination of related education in public health, epidemiology, environmental health, environmental sciences, environmental law, or a related field of study, and/or relevant experience in Environmental justice research or programs, epidemiology or toxicology, project management, and/or community outreach and engagement equal to seven (7) years

    Preferred Qualifications:

    In addition to the minimum requirements, the successful candidate in this position will have the following highly desirable experience and competencies:

    + Experience applying the principles of environmental justice and equity in project design and implementation

    + Experience managing complex projects, including overseeing contractors

    + Experience engaging and collaborating with diverse stakeholders, including community and governmental partners

    + Experience facilitating working groups or similar advisory bodies

    + Experience interpreting and executing statutory requirements

    + Familiarity with cumulative impact research and its applications

    + Knowledge of fiscal management and contract monitoring processes

    + Experience working with disproportionately impacted communities in a culturally meaningful way

    + Experience interpreting and presenting research results to a wide variety of audiences

    + Strong analytical and organizational skills, with keen attention to detail

    + Ability to identify and creatively resolve issues while exercising appropriate judgment, including knowing when to elevate issues

    + Ability to establish and maintain effective working relationships with partners and leadership.
