DIVISION OF HOMELAND SECURITY AND EMERGENCY MANAGEMENT
This position is located within the Division of Homeland Security and Emergency Management (DHSEM). The Division of Homeland Security and Emergency Management (DHSEM) is a dynamic and diverse team that is committed to developing, administering and coordinating comprehensive and integrated statewide emergency management and homeland security programs. The Division’s work ensures the safety and security of Colorado and its infrastructure through unity of effort with local, tribal, state, federal, private, and nongovernmental partners.

ABOUT THE WORK UNIT
The Office of Emergency Management conducts the four phases of emergency management (Preparedness, Response, Mitigation and Recovery) in coordination with other State Agencies and in support of local jurisdictions. It integrates emergency management efforts across all levels of government, including state, local, tribal and federal.
Planning Section:
The planning section leads OEM’s strategic, operational, continuity, and whole community planning efforts. It also manages the Colorado Emergency Preparedness Assessment program.
The section is organized into three work units:
• Operational Planning
• Planning, Assessments, and Strategy
• Access and Functional Needs (AFN) Planning
All units provide planning support to the division, state agencies and stakeholders, and local emergency managers, as required.
This includes, but is not limited to:

• Resource Mobilization Plans
• Office of Emergency Management Strategic Plan
• Continuity of Government Plan
• Continuity of Operations Plans

ABOUT THE POSITION
This position is the program manager for the Access and Functional Needs (AFN) Training and Education Program, responsible for the creation, development, implementation, execution, and evaluation of Whole Community Inclusion/Access and Functional Needs (AFN) training, exercise, and education activities across the state. The program manager for the Access and Functional Needs (AFN) Technical Assistance Program, responsible for the creation, development, implementation, execution, and evaluation of Whole Community Inclusion/Access and Functional Needs technical assistance activities (e.g., planning guides, direct emergency operations plan planning support to local jurisdictions) across the state.
This position supports the AFN Supervisor on other initiatives such as stakeholder communication and outreach, the annual statewide AFN Conference, and the National AFN Symposium. Serves in the State Emergency Operations Center when requested during activations, providing Whole Community Inclusion subject matter expertise and resource support.

Duties include (but are not limited to):
Access and Functional Needs Training and Education Program Manager
Is responsible for managing the Access and Functional Needs Training and Education Program. This program creates, develops, implements, delivers, and assesses access and functional needs training and exercises across the state. This position is decision maker for program content and is accountable for its success.
• Lead the strategic planning of the program’s training and exercise curriculum.
• Identify training and exercise requirements, goals, objectives, and content and integrate
them into statewide trainings and exercises.
• Lead the evaluation of trainings and exercises to determine value.
• Coordinate the training and exercise delivery logistics, such as scheduling, facilitator
management, presentation modalities, and production technologies, and provide operational
and tactical guidance to ensure effective delivery.
• Manage the Access and Functional Needs Training and Education Budget.
This position serves as a subject matter expert and supports state and local partners with:
• Preparedness planning
• Training
• Exercise planning, design, and conduct
• Continuous improvement planning
Access and Functional Needs Technical Assistance Program Manager
This position is responsible for managing the Access and Functional Needs Technical Assistance Program. This position is responsible for creating, developing, implementing, delivering, and assessing Access and Functional Needs technical assistance activities across the state.
Serves as the lead planner and decision maker for program technical assistance activities.
• Leads the strategic planning of technical assistance activities (e.g., workshops) and
deliverables (e.g., toolkits).
• Identifies the requirements, goals, objectives, and content of technical assistance activities.
• Leads the content design, assessment, and content storage and organization.
• Responsible for the evaluation of technical assistance effectiveness through stakeholder
engagement, data collection, and data analysis.
• Oversees technical assistance delivery logistics, such as scheduling, facilitator management,
presentation modalities, and production technologies, and provide operational and tactical
guidance to ensure effective delivery.
• Responsible for building strategic relationships and partnerships with a diverse range of
stakeholders to include government officials and agencies (local and state), the private
sector, non- governmental organizations, and private citizens.
• Supports local Emergency Management programs in identifying and recruiting community
members to support their own access and functional needs programs.
• Leads data collection and analysis of local needs, trends, and gaps through stakeholder
engagement, participation in industry events, review of industry literature, and other data
sources such as the local CEPA and other assessment tools. Recommends program-level
strategies and solutions to address identified gaps.
State Emergency Operations Center (SEOC) Support
Serves in the SEOC during activations, including nights, weekends, and/or holidays when required.
Supports SEOC efforts through:
• Whole Community Inclusion planning
• CMIST resource gap and solution identification
Participates in SEOC exercises and trainings.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS (EDUCATION AND EXPERIENCE)
Experience:
Seven (7) year's of relevant experience working in a field that includes training/exercise development or project management that includes stakeholder engagement, and meeting facilitation.
OR
Education and Experience:
A Bachelor's Degree and three (3) year of relevant experience working in a field that includes training/ exercise development or project management that includes stakeholder engagement, and meeting facilitation.
Or
A Master's Degree and two (2) years of relevant experience working in a field that includes training/exercise development or project management that includes stakeholder engagement, and meeting facilitation.
REQUIRED COMPETENCIES AND SKILLS
+ Strong organizational skills
+ Ability work both independently and as part of a team
+ High proficiency in Microsoft or Google Office products (e.g., Word, PowerPoint, etc.)
+ Presenting to senior leadership or large groups
+ Excellent technical writing skills

CONDITIONS OF EMPLOYMENT
+ Requires successful completion of an extensive background investigation including reference checks, a polygraph examination, and fingerprint based criminal background check.
+ Must be a Colorado resident at the time of application
+ During activations of the SEOC, may be required to report to the SEOC during nights, weekends, and/or holidays.
+ Requires successful completion of Incident Command System (ICS) training courses 100, 200, and 700 within the first year of employment.
