Nature of Work
Reviews residential, commercial, and public works project plans, reports and other development and design related documents for compliance with City of Las Cruces Design Standards and all applicable local, state, and federal codes and guidelines.
Environmental Factors
Position functions ninety (90) per cent in an office environment without notable hazards or adverse environmental conditions and ten (10) performing field inspections with limited exposure to weather conditions.
Physical Factors
Position involves frequent reading, writing and use of computers; ability to lift and carry items weighing up to twenty-five (25) pounds. While at the office or field site, must be able to move around the site and facility. Position requires visual acuity; strong verbal and auditory ability and other abilities sufficient to perform essential job functions; must be able to operate City vehicles at field sites and on public streets and highways.

Duties and Responsibilities
• Reviews subdivision preliminary plans, final plats, and replats; evaluates subdivision construction plans, subdivision cost breakdowns, commercial building permits/plans, and other related plans and documents for compliance with City design standards and other civil engineering standards.
• Reviews drainage reports, geotechnical reports, pavement designs, and other development reports and documents for compliance with City design standards and development codes.
• Meets with developers, private engineers, City engineers, and other staff to discuss review comments, design standard requirements and other applicable standards; negotiates with engineers, architects, developers, lawyers, contractors, and the general public.
• Performs construction project oversight and inspection; participates in construction problem resolution and coordinates with project managers; creates or revises various technical documents and provides input on policy development.
• Coordinates and facilitates plan review meetings between the various project staff; communicates inspection issues and other concerns related to project development and completion.
• Meets regularly with staff to review work in progress, discuss and resolve administrative, workload, and technical issues, and to prioritize and assign tasks and projects; evaluates and analyzes functions, resources, processes, and procedures to identify issues and recommend changes for improvement; interprets applicable rules and regulations within scope of authority to provide leadership and guidance in developing, implementing, and administering policies and procedures.
• Manages staff through proper delegation and work supervision to provide appropriate levels of service and resources; coordinates and manages various special and recurring projects, monitors work, evaluates performance, trains, counsels, coaches, and instructs employees in order to meet established goals and objectives; ensures adherence to established policies and procedures to remain in compliance with local, state, and federal regulations.
• Collects and analyzes data to prepare and present various special and recurring reports to provide accurate and timely information related to assigned functions and duties; develops and presents information in clear and easily used formats; maintains regulatory compliance by keeping current on industry trends, regulations, and issues; identifies areas of concern for management for review and potential action.
• Manages and monitors financial activities of assigned budgets to ensure compliance and meet performance targets and goals; oversees procurement activities for supplies, services, equipment, and other items to assure activities comply with established policies and processes.
• Reviews, maintains, and updates records in various formats, mediums, and automated systems to ensure data integrity and adherence to internal controls, practices, and policies; evaluates programs, services, and activities to ensure customer and staff needs are met; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless services.
• Reviews proposed construction plans for residential subdivisions, commercial developments, storm water drainage reports, geotechnical reports, traffic standards and traffic studies, fences and walls, retaining walls, plats, master plans, and PUDs.
• Responds to and handles issues and concerns from the public regarding development concerns.
Minimum Qualifications
Bachelor's degree in Civil Engineering or a closely related field AND five (5) years of experience in civil engineering design, plan review and construction, including two (2) years of municipal experience; OR an equivalent combination of education, training and experience may be applied in ordinance with the city of Las Cruces policy.
Licenses/Certification(s)
Valid driver’s license may be required or preferred. A current and valid New Mexico Professional Engineer licensure is required. If applicable, position requires an acceptable driving record in accordance with City of Las Cruces policies.
Knowledge, Skills, and Abilities
Knowledge of: principles, practices, techniques, activities, rules, and regulations of civil engineering design, plan review, land surveying and construction inspection; current principles of record keeping and records management; principles and practices of effective research methods and data analysis, customer service, and problem resolution techniques; occupational and environmental safety and health hazards, and safety practices; safe and effective use and maintenance of related tools, materials, and equipment; current methods and standards for preparing effective business correspondence; correct English usage, grammar, composition, spelling, punctuation and vocabulary; business and personal computers and related software applications; City organization, operations, policies, and procedures to effectively perform the required functions and duties of the position.
Ability to: perform a variety of duties and responsibilities and assess and prioritize multiple tasks, projects, and demands to meet deadlines; ensure appropriate levels of customer service to achieve expectations and meet objectives; read, understand, and assure compliance with a variety of policies, procedures, rules, standards, and regulations governing related activities and functions; perform engineering calculations, trigonometry, algebra, geometry and general mathematical calculations; effectively utilize engineering manuals and reports; collect applicable information and maintain accurate and timely records; maintain confidentiality of information and data; communicate effectively orally and in writing and use interpersonal skills to sufficiently exchange or convey information and receive work direction; prepare and present accurate and reliable information and reports; establish and maintain effective and appropriate working relationships with employees, other agencies, and the public; safely and effectively operate relevant tools, equipment, and motorized vehicles; navigate across even and uneven surfaces; timely and accurately enter data and update records using various mediums and formats; take initiative and exercise sound independent judgment within established procedural guidelines and carry out primary responsibilities in accordance with all governing regulations, statutes, and procedures to ensure achievement of goals and objectives.
