    The Department of Neurology has an outstanding opportunity for a Program Operations Analyst to join their team.** **POSITION PURPOSE

    The Payroll Analyst serves as the Department of Neurology’s primary expert in payroll, costing allocations, and leave administration, overseeing the management and analysis of a $20+ million annual payroll portfolio. This position exercises independent judgment to analyze non-routine payroll data, develop recommendations, and implement process improvements that directly impact departmental staffing levels, budget allocations, and compliance with university, state, and federal regulations.

     

    With delegated authority to manage faculty, staff, and trainee payroll functions, this position is responsible for designing centralized tracking systems, guiding financial decision-making, performing complex payroll audits and adjustments, and advising department leadership on compensation trends, cost distribution, and leave management. The Payroll Analyst’s work directly informs budgetary decisions, resource planning, and long-term operational efficiency across the department.

     

    This role requires a high level of technical, analytical, and policy expertise across multiple HR and finance systems (e.g., Workday, grant systems, and institutional leave management platforms). The incumbent must navigate the intricacies of academic employment classifications, compensation structures (including X/Y/Z components and clinical funding sources), and time-sensitive payroll corrections with a high degree of accuracy and independence.

     

    The position regularly interprets and applies evolving employment and payroll policies—including FMLA, PFML, and federal/state leave laws—while advising leadership on impacts to budgets, staffing capacity, and compliance risk. The Analyst is responsible for identifying operational inefficiencies, designing internal controls, and implementing strategic workflow improvements that affect multiple business units, including clinical faculty, administrative staff, and research trainees.

     

    In addition to technical work, this position must communicate complex financial and regulatory information clearly to diverse audiences, including faculty, HR managers, and central UW offices, while maintaining confidentiality and ensuring audit-readiness.

     

    **DUTIES AND RESPONSIBILITIES** Payroll & Leave Management – 50%

    • This position is responsible for managing the Department of Neurology’s annual $20+ million payroll portfolio by independently performing data analysis, applying sound financial judgment, and implementing effective controls and procedures. The role requires advanced accounting expertise and the ability to propose fiscally responsible solutions to complex payroll and leave issues to ensure stability across all departmental budgets.

    • Key responsibilities include oversight of all compensation structures, payroll policies, and procedures; managing changes to distributions and salary components (including X/Y/Z salary shifts, costing allocations, hospital funding, and physician allotment funds); and ensuring accurate and timely payroll processing for over 150 faculty, staff, and trainees.

    • The Payroll & Leave Manager works directly with faculty and staff to guide them through leave options and policies, including FMLA, PFML, unpaid leaves of absence, and permanent FTE changes, while ensuring compliance with university and state employment classifications (faculty, professional staff, classified staff, and postdoctoral scholars).

    • Additionally, this position manages all costing allocations and payroll accounting adjustments for faculty, staff, and trainees, including entering and auditing costing allocations in Workday, coordinating retroactive payroll cost transfers, and partnering with the central finance team to ensure audit-ready documentation and fiscal accuracy.

    Reports and Analysis – 20%

    • This role will design and maintain centralized tracking systems to monitor and report on all payroll, leave, and compensation components. The manager prepares reports and analyses to support departmental planning, financial forecasting, and institutional compliance. Reports may include faculty effort distribution, FTE tracking, temporary pay supplements, leave usage summaries, and funding source allocations across the department.

    Lean Process Improvement – 20%

    • The Payroll & Leave Manager will lead the development of strategic plans and internal controls to ensure best practices in payroll and leave management in accordance with University, State, and Federal regulations. This includes identifying process inefficiencies, recommending solutions, and implementing workflow improvements.

    • The position is also responsible for designing and delivering training for managers, staff, and trainees on payroll and leave processes, maintaining departmental “how-to” guides and internal SOP documentation, and ensuring continuous knowledge sharing and operational consistency across the department.

    Other Duties as Assigned – 10%

    • Performs additional duties as assigned to support departmental operations, including serving as the subject matter expert for Workday payroll functions, advising on policy updates, and providing backup support during high-volume periods

    MINIMUM REQUIREMENTS

    • Bachelor's Degree in Business, Finance, Accounting, or a related field and two to three years of relevant experience.

     

    _Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration._ **ADDITIONAL REQUIREMENTS**

    • Demonstrated experience in payroll administration, financial reporting, and costing allocation management.

    • Strong understanding of employment classifications and leave policies (e.g., FMLA, PFML).

    • Ability to independently analyze and solve complex payroll and compliance issues.

    • Excellent organizational, communication, and interpersonal skills.

    • Proficiency in Microsoft Office and HR/payroll systems (e.g., Workday).
