    The Mayor’s Office of Climate and Environmental Justice (MOCEJ) works to protect New Yorkers from the threats of climate change and extreme weather by creating and advancing policies, programs, and projects that secure the city, while making our critical infrastructure cleaner and more reliable. We strengthen our defenses, tackle the sources of pollution, and provide resources to all New Yorkers so that our businesses, families, and communities can thrive in healthy and safe neighborhoods.

     

    MOCEJ is committed to improving environmental quality for all, prioritizing front-line communities, seeking to redress current and past injustices and inequities, while creating economic opportunities for all. Through science-based analysis, policy and program development, and capacity building, MOCEJ leads the City’s efforts to ensure that New York City is minimizing its contributions to climate change, preparing to adapt and protect New Yorkers from extreme weather and multiple climate hazards, and giving every New Yorker a meaningful voice in our city’s future.

     

    The Clean Energy Team’s focus is to advocate for and implement policies and programs that accelerate a reliable, sustainable, and just clean energy transition. This includes connecting large scale renewables, retiring in city fossil-fuel fired infrastructure, advocating for affordable and reliable energy, ensuring access to distributed energy resources, and building out the clean energy economy.

     

    The Problems You’ll Solve

     

    The Senior Advisor for Clean Energy Infrastructure will play a critical role in providing strategic guidance and support across a range of initiatives within MOCEJ. Reporting to the Deputy Director of

     

    Clean Energy, this role will lead the City's policy, advocacy, and coordination on gas transition, electric infrastructure, and identify innovative solutions to support NYC's transition to clean energy.

     

    - Provide strategic guidance and support to MOCEJ leadership on key initiatives and priorities with a special focus on energy infrastructure, pathways to reducing dependence on natural gas, and electrification.

     

    - Lead MOCEJ’s efforts on electric grid infrastructure planning by coordinating across utilities, state and city agencies, stakeholders, and experts to ensure the grid is ready for the City’s future economic growth and large-scale building and transportation electrification. Incorporate building and transportation electrification, climate resiliency planning, reliability, and energy affordability into the strategy.

     

    - Coordinate with City, State, and Federal agencies; developers; communities; and stakeholders on offshore wind interconnection projects and transmission projects delivering renewable energy to NYC.

     

    - Facilitate interagency coordination for transmission planning and siting.

     

    - Represent MOCEJ priorities for the strategic phase down of the gas system to minimize new investments in gas infrastructure, optimize retrofits, and ensure that low-income New Yorkers are not left behind to bear the costs of a shrinking gas system.

     

    - Ensure that energy infrastructure planning and investments are equitable and affirmatively address historic disinvestments and disproportionate burdens placed on environmental justice communities and integrate environmental justice into energy infrastructure planning and decision making, working with MOCEJ’s Environmental Justice Team.

     

    - Conduct in-depth research and analysis of innovative technology, policy frameworks, and financial mechanisms relevant to climate solutions, clean energy and infrastructure, utility rates, resiliency, and environmental justice.

     

    - Support the development of new forward-looking policy and initiatives, as necessary advance best practices on climate, air quality, and environmental justice action for the City.

     

    - Expand external advocacy and knowledge sharing related to the City’s agenda, including but not limited to providing subject matter expertise to New York State clean energy planning and policy development, participating in Public Service Commission and other regulatory proceedings, etc.

     

    - Prepare and present reports, briefings, and recommendations to senior leadership, elected officials, city agencies, community groups, and other stakeholders on the progress and challenges of the citywide clean energy transition.

     

    About You

     

    - You pay attention to detail and have excellent organizational skills, which include and are not limited to the ability to manage complex projects, coordinate interagency programs, and maintain control of analytical details while balancing large-scale program objectives.

     

    - You have the ability to gain the support of public and private stakeholders and a commitment to prioritizing partnerships with community organizations in neighborhoods historically impacted by energy-related social, economic, and health burdens.

     

    - You have excellent communication and interpersonal skills, particularly in terms of creating, directing, and translating rigorous, defensible public policy models into transparent conclusions that can be easily explained and understood by the public.

     

    - You have strong analytical and problem-solving skills, with the ability to think strategically and creatively.

    EXECUTIVE PROGRAM SPECIALIST ( - 06804

    Qualifications

    - You have at least five (5) years of full-time relevant professional experience in a field related to this position: energy regulatory affairs, environmental policy, environmental justice, energy policy development, engineering, utility and infrastructure planning, and climate science.

     

    - You have a deep understanding of issues relating to clean energy systems and policies in urban settings, including a commitment to reducing energy cost burden and advancing energy democracy.

     

    - You have familiarity with New York City climate and environmental justice issues, strategic plans, governmental structure, and policy context.

     

    - You have demonstrated interest in New York City energy and economic development policies.
