**Pay Range:** $55.16 - $80.05 per hour

Summary:
The f Parking & Transportation Program Manager, provides strategic and operational leadership for all parking, transportation, and fleet programs across Rush University System for Health (RUSH), including garages, surface lots, shuttles, fleet vehicles, valet services, and rideshare coordination. This role oversees both internally managed and vendor-delivered services that support the mobility needs of patients, staff (internal and vendor), faculty, students, and visitors across all RUSH locations in Chicago and Northwest Indiana.
This position plays a critical role in advancing RUSH’s shift from a car-centric culture to a more sustainable, equitable, and health-promoting transportation system. The Manager collaborates with Facilities Engineering, Planning Design & Construction, Environmental Sustainability, Occupational Safety, Strategic Sourcing, and other partners to align daily operations with RUSH’s long-term strategic vision, mission, and anchor institution commitments.
Other information:
• Bachelor’s degree in Business Administration, Facilities Management, Urban Planning, Public Administration, or a related field
• Minimum 5 years of progressively responsible experience in parking, transportation, or fleet operations, preferably within a healthcare, higher education, or large institutional setting
• Proven ability to manage internal staff and external vendors across multiple service lines
• Strong budgeting, contract management, and operational planning experience
• Knowledge of sustainability practices and transportation demand management (TDM) principles
• Experience with transportation software platforms, access control systems, or parking management systems
Preferred Job Qualifications:
• Master’s degree in Business Administration, Urban Planning, or related field
• Familiarity with healthcare regulatory environments and safety protocols
• Experience managing transportation services in an urban, multi-campus environment
• Working knowledge of electric vehicle infrastructure and mobility-as-a-service solutions
Physical Demands:
• Ability to work in indoor and outdoor environments, sometimes in extreme temperatures or weather conditions
• Prolonged periods of walking, standing, and operating a computer or mobile device
• Occasional lifting or movement of equipment or signage up to 40 pounds

Responsibilities:
• Develop and implement policies, procedures, and best practices for parking, transportation, and fleet operations system-wide.
• Align departmental goals with RUSH’s strategic plan to promote operational efficiency, service excellence, and innovation.
• Oversee daily operations of garages, surface lots, permit systems, valet services, and enforcement, ensuring efficient, safe, and customer-focused services.
• Manage internal staff and vendor partners across all mobility services, holding teams accountable to performance, safety, and financial standards.
• Lead system-wide transportation services for staff and patients, including shuttle scheduling, route optimization, service reliability, and vendor performance.
• Direct rideshare programs supporting patient discharge, employee commuting, and visitor access.
• Oversee fleet operations, including preventive maintenance, regulatory compliance (DOT), and long-term electrification (EV) strategies.
• Develop lifecycle plans for fleet vehicles and parking infrastructure, including replacement cycles, EV transition, and capital renewal projects.
• Lead procurement activities, including RFP development, contract negotiation, and vendor management across all transportation-related services.
• Identify and pursue grant funding opportunities to support sustainable transportation initiatives and infrastructure improvements.
• Collaborate with cross-functional partners to expand alternative commuting programs (e.g., bike-to-work, transit subsidies, carpooling, EV charging access).
• Drive change management initiatives to shift commuting behaviors, including education campaigns and implementation of transportation demand management (TDM) strategies.
• Monitor usage, cost performance, and satisfaction metrics using data analytics, access control systems, and telematics tools.
• Develop business cases and recommendations for pricing structures, aligned with market benchmarks, demand patterns, and user impact.
• Administer and oversee departmental budgets, identifying opportunities for savings, investment, and service enhancement.
• Coordinate with Planning, Design & Construction and Facilities Engineering to plan for parking and access impacts related to construction, renovation, and campus growth.
• Manage transportation logistics for special events, large clinic days, and campus gatherings, coordinating shuttle, rideshare, and parking operations.
• Ensure full compliance with local, state, and federal regulations (including DOT, FTA, ADA) and internal RUSH policies.
• Lead incident response, training, and corrective action planning in collaboration with Public Safety, Occupational Safety, and Risk.
• Conduct routine inspections of parking, shuttle, and fleet assets; initiate maintenance and improvements to maintain operational readiness and user experience.
• Leverage GPS, telematics, and safety tracking systems to enhance routing efficiency, reduce downtime, and support compliance efforts.
• Ensure ADA accessibility across all mobility services, including shuttles, parking spaces, and rideshare accommodations.
• Supervise drivers and shuttle operators (internal and vendor), including hiring, training, evaluation, and ongoing safety coaching.
• Oversee third-party studies, design projects, and consulting engagements related to strategic parking and transportation planning.
