NYE also serves as a leading Community-Based Organization (CBO) in the NYC Community Schools initiative, partnering with school leadership to coordinate integrated supports such as expanded learning, family engagement, and wellness services to ensure students and families have access to comprehensive school-based resources.
Position Summary
The Borough Director provides strategic leadership and oversight for New York Edge’s K–8 afterschool and summer programs across a designated New York City borough. In some cases, the role may cover more than one borough or include oversight of schools outside the five boroughs, such as Long Island. This position is responsible for collaboratively implementing a high-quality, student-centered afterschool program with a focus on educational excellence. These programs operate under various funding streams, including the NYC Department of Youth and Community Development (DYCD) through COMPASS/SONYC, and the New York State Office of Children and Family Services (OCFS), where applicable. The Borough Director supervises Program Managers, ensures compliance with city and state funding requirements, oversees budget implementation, and contributes to grant reporting to support both public and private partnerships. This position requires a high level of leadership, strategic planning, and operational expertise to successfully oversee programming across school sites, ensuring consistency, quality, and alignment with organizational goals.
Core Responsibilities
Program Oversight & Quality Assurance
+ Cultivate at each site a passion for learning and a culture of high-quality programming that inspires students and staff alike.
+ Supervise and support Program Managers overseeing the daily operations of afterschool and summer programs across a portfolio of school sites.
+ Ensure program quality and alignment with New York Edge’s core content areas: STEM, Academics, Literacy, Sports, Health & Wellness, Visual & Performing Arts, Social-Emotional Learning, Leadership, and special events and initiatives.
+ Utilize Salesforce and other performance management tools to monitor program effectiveness, inform decision-making, and support continuous improvement and staff learning across all sites.
+ Conduct site visits to monitor engagement, safety, and alignment with contractual expectations.
+ Track performance outcomes and compliance using DYCD Connect, Salesforce, and internal monitoring systems.
+ Demonstrate discretion and sound judgment when addressing staffing challenges, providing support to staff during difficult situations while maintaining confidentiality and professionalism.
+ Maintain the confidentiality of all student and family information, including sensitive data and records, in compliance with organizational policies and applicable privacy laws.
Staff Leadership & Development
+ Manage, mentor, and evaluate Program Managers to ensure strong leadership at each program site.
+ Collaborate with Human Resources to support staff hiring, retention, and performance management.
+ Promote professional development opportunities that enhance youth engagement and team performance.
+ Foster a culture of continuous learning, accountability, and excellence across all sites. This includes leading team meetings, developing individual growth plans, facilitating staff training sessions, promoting collaboration among team members, and modeling strong, equity-driven leadership.
Budget Oversight & Financial Coordination
+ Strong understanding of nonprofit budgeting and budget processes
+ Solid working knowledge of government contracts, including cost allocation and cost reimbursement policies, and ensuring program spending is in adherence to such policies.
+ Lead the program team in the annual budgeting process, working collaboratively with finance, human resources, curriculum, and other departments of the organization to design comprehensive and effective budgets for their programs.
+ Ensure program budgets are in alignment with organizational and program goals and objectives
+ Monitor spending against approved budgets and provide insightful variance analysis; work with program and finance team to address budget and spending adjustments as needed
+ Partner with the finance team to present financial reports to the senior leadership team about program financial performance
+ Communicate spending strategies with stakeholders and program teams to ensure fiscal accountability
School & Community Partnership Management
+ Establish and maintain visibility with school principals by meeting with site principals throughout the year, ensuring they are aware of the Borough Director's role and know they can reach out with site-level questions and challenges as needed.
+ Serve as a visible and professional representative of New York Edge at Department of Education functions, DYCD-sponsored events, borough-wide and school-based activities, and all New York Edge events, programs, and community initiatives.
+ Collaborate with the Director of Government Affairs to coordinate site visits for City and State elected officials, creating meaningful opportunities for them to engage with students and experience the impact of New York Edge programs firsthand.
Compliance & Cross-Departmental Collaboration
+ Coordinate with Compliance and HR teams to ensure adherence to regulatory requirements, including staffing ratios, background clearances, and incident documentation.
+ Collaborate with the Compliance Dept. to ensure each site maintains an active SACC license and all required staff training and documentation are current and compliant.
+ Lead preparation for funder site visits, audits, and internal reviews.
+ Partner with Development, Communications, and Grants teams to support fundraising and storytelling efforts. Work closely with the communications team to ensure that all collateral materials, including reports, presentations, and promotional content, comply with New York Edge branding standards.
+ Ensure that Program Managers conduct daily site visits to monitor curriculum implementation, safety, and compliance; provide on-site staff coaching and support; address staffing and operational challenges; troubleshoot issues in real-time; and maintain regular communication with school principals to align on program quality and responsiveness.
+ Oversee compliance across all program sites with all regulatory requirements, including but not limited to Department of Health (DOH), Fire Department, New York Edge policies, OCFS, DYCD, DOE regulations; conduct regular reviews and provide guidance to staff to meet all mandated requirements.
Human Resource Collaboration & Staff Support
+ Partner with the Human Resource department to foster a positive, inclusive, and accountable workplace culture.
+ Ensure staff compliance with organizational policies, time and attendance, and the code of conduct.
+ Lead site-level responses to staff complaints, concerns, or incidents and escalate serious matters to HR as needed
+ Promote workforce retention by recognizing strong performance, addressing morale concerns, and cultivating a culture of growth and shared purpose.
Grant Reporting & Data Contribution
+ Participate in identifying program opportunities for public and private giving and the development of proposals.
+ Provide timely and accurate program data and narrative content for public and private grant reports.
+ Collaborate with internal teams to ensure that outcomes, success stories, and compliance data are well-documented and accurately reflect the program's impact.
Curriculum & Instruction
+ Participate in staff training on the Mosaic by ACT model and ensure consistent, high-quality SEL practices across all sites.
+ Monitor and support annual SEL pre/post assessments
+ Collaborate with the Curriculum and Instruction team to implement New York Edge-approved curriculum across all sites and ensure program alignment with organizational goals.
+ Ensure all site-based teams are submitting external supplemental curricula to the CIT Department for review and formal approval prior to implementation.
+ Require all site staff to attend mandatory curriculum training sessions and follow established instructional guidelines.
+ Ensure site-based attendance is monitored and documented for all mandatory curriculum training sessions.
+ Ensure Program Managers are monitoring and supporting the ED specialists for consistent curriculum delivery at each site through coaching, observation and feedback.
Qualifications
+ Master’s degree in Education, Youth Development, Nonprofit Management, Public Administration, or a related field is required.
+ 7–10 years of progressive leadership experience in education and youth development, managing multi-site youth programs, preferably under DYCD and/or OCFS contracts in Department of Education school buildings.
+ Strong knowledge of K–8 program models, youth development principles, and city/state funding streams.
+ Experience supervising staff and managing program budgets within government-funded environments.
+ Ability to interpret and apply contract and compliance requirements.
+ Skilled in reporting outcomes and contributing to narrative writing for grant proposals and reports.
+ Proficient in data systems such as DYCD Connect, Salesforce, and Microsoft Excel.
+ Excellent organizational, interpersonal, and leadership skills.
