    Duties Description Assigned to the Niagara Regional Business Office, the incumbent will provide professional administrative support to the Administrative Officer 1. Duties include, but are not limited to:• Assisting in the preparation, review, and evaluation of reports, records, and correspondence. • Collecting, compiling, and analyzing program-related data to support decision making and reporting.• Preparing routine correspondence and documentation in response to internal and external inquiries.• Creating, updating, and maintaining databases related to employee hiring and onboarding activities.• Supporting the digitization and streamlining of onboarding processes in coordination with staff.• Tracking employee time and attendance using the Leave and Accrual Tracking System (LATS) and generating related reports as needed.• Drafting and editing recruitment materials and vacancy announcements for review and posting.• Compiling appointment packages and verifying that all required documentation is complete.• Monitoring and managing the employment mailbox; drafting and responding to correspondence as appropriate or routing to relevant personnel.• Acting as a liaison to office staff across the region to facilitate communication, identify workflow or training gaps, and assist with administrative coordination.• Performing administrative tasks related to communication, organization, records maintenance, and technology-based processes.• Additional duties will be discussed in detail during the interview.

     

    Minimum Qualifications NY HELPS Qualifications: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.55 b/c: This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program. Information about the 55b/c program can be found here: https://www.cs.ny.gov/rp55/.Program Aide (SG-13):Candidates from within state service can be considered for a competitive class appointment if they have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 70.1 of the Civil Service LawORCandidates within State Service can be considered for a competitive class appointment if they are reachable on the current Program Aide eligible list.REASSIGNMENT QUALIFICATIONS:You must be a current New York State Office of Parks, Recreation and Historic Preservation (OPRHP) employee with one year of permanent, competitive, or 55-b/55-c service as a Program Aide, SG-13. It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

     

    Additional Comments *For the duration of the NY HELPS Program, this title maybe filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.
