Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Under the direction of the Manager IT Services 1 within the Tax Dedicated Support Team\Application Architecture\Java Framework Team the position will have responsibility for supervision and technical aspects of the framework tools to support Java development within the IT dedicated team for tax. Specific duties include, but are not limited to: - Assists in the architecture and design sessions to ensure technical solutions are aligned with the agency’s strategic direction- Oversees the implementation and usage of developer tools to help with the rapid development of applications- Assists multiple application teams with various design and technical issues that can occur in each phase of the software development life cycle- Prepares technical documentation and how-to guides to be used to manage implemented solutions and train developers for new development- Manage existing framework and common services that are used by multiple applications teams- Participate in the design and development of new frameworks that fit with modern technologies and architectures like microservices and single page applications. - Assist with the coordination of any global changes made to shared services or the infrastructure that would impact multiple application groups- Performs efficiency evaluations to our processes and application code to suggest improvements for our applications and work procedures.- Performs full range of supervisory responsibilities.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 4, SG25 OR in a position at the SG23 level or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades. Note: If you are on the examination eligible list for the position title in this location, you do not need to respond to this posting unless you are also eligible for appointment by one of the qualifications listed above. Candidates must be reachable on the current eligible list for this title in order to be list appointed.
Additional Comments Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
