Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Under the direction of a Project Manager 2 within Human Resources (HR), the Business Systems Analyst 2 will assist with analyzing, defining, developing and communicating internal requirements for new and/or existing business functions to improve HR technology systems, business processes as well as internal procedures. Duties include, but are not limited to: • Develop strategies and analyze HR workflows for new systems and software solutions to implement and validate in current HR systems.• Document the current state of HR processes and procedures to elicit business requirements for improved performance and future results.• Document the anticipated future state of HR processes and procedures and utilize various methodologies which may include but are not limited to Flow chart, Venn diagrams, Fish Bone diagrams, pie charts, etc. to accurately display findings.• Determine HR requirements to support the implementation and mitigation of HR legacy systems to new platforms and applications.• Update and create conceptual and physical process and data models as needed.• Coordinate with internal team members to create and execute test cases for user acceptance testing of various projects.• Maintain a collaborative environment that fosters and support creative solutions and continuous improvement of OITS HR initiatives.• Identify, analyze and resolve issues for existing HR systems resulting from errors detected during testing, implementation and/or daily use.• Formulate strategies and implement lessons learned during and after projects to share those improvement opportunities with the HR team.• Develop a deep understanding of OITS HR processes, procedures, software and systems to facilitate stellar support for HR staff.• Create software training guides, quick reference materials and FAQ’s to support HR staff with tools as needed.• Analyze effectiveness of the establishment and implementation of current unique non-competitive (NC) title series within OITS.
Minimum Qualifications List Appointment: Candidate must be reachable on the current Civil Service list for Business Systems Analyst 2.ORTransfer: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.ORNYHELPs Minimum Qualifications: A bachelor’s degree and three years of business analysis experience.**An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s degree in a related field can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.ORNon-Competitive Promotion (NCP): If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the departmental promotion field and have one year or more in a permanent or contingent-permanent competitive, or 55b/c service in an Business Systems Analyst 1.
Additional Comments Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
