Duties Description Under the direction of a Park Manager 3, the incumbent will manage a group of parks/sites including Westcott Beach State Park, the Black river Trail and the Chaumont Bay Boat Launch Site. Duties will include:• Supervise and train employees, both permanent and seasonal• Prepare schedules and work assignments for staff• Oversee Park maintenance including all grounds, park buildings, trails, and utilities.• Manage the registration and fee collection activity at the park and reviews employees work for accuracy. Ensures all required financial documents are completed properly and submitted on time.• This facility has a large day-use area with a swimming beach employing 9 lifeguards. The Park Manager 1 will supervise the Chief Lifeguard and assign staff to assist with parking on busy days. • The park has 8 rental cottages and there is a specific maintenance work crew assigned to maintain these cottages managed by the Park Manager 1. • Investigate complaints and resolve them or forwards findings to regional management • Develop, implement, and coordinate emergency preparedness and response procedures for patrons and employees, and documents all emergencies and expenditures • Inspects and evaluates facilities to determine need for and to plan routine or emergency maintenance and major capital improvements• Investigate accidents that occur within facilities involving both patrons and employees and takes appropriate action• Direct emergency response throughout the parks including accidents, storm damage, etc. and coordinate with local first responders and completing require reporting• Work with regional and agency staff on park development plans• Other duties include supervising the Park Rangers, overseeing the water quality testing at the swimming beach, hazard tree assessment, recording attendance at the facility and assisting with projects at other parks within the complex.
Minimum Qualifications NY HELPS or 55-b/c Qualifications:This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Either 1. six years of experience working in a park or recreational facility within a park* in any two of these functional areas: administration (business, personnel, finance); capital or operational planning; recreational programming; public relations/visitor services; maintenance; or environmental education/interpretation. This experience must have included two years of supervisory experience;Or 2. a bachelor's or higher-level degree in environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, natural resources management, park administration, park management or recreation management AND two years of supervisory experience working in a park or recreational facility within a park* as described in any of the functional areas listed in option 1 above.* A park or recreational facility within a park is defined as a location that offers at least three of the following elements: ballfields, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.If three or fewer New York State OPRHP promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for a permanent non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.**Candidates appointed provisionally must take the next scheduled Civil Service examination for this title, and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained.If verifiable, we will accept and prorate appropriate part-time and volunteer experience.Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. Reassingment Qualifications:You must be a current New York State Office of Parks, Recreation and Historic Preservation (OPRHP) employee with one year of permanent, competitive, or 55-b/55-c service as a Park Manager 1, SG-18. 52.6 Transfer Qualifcations:One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer. Additional Comments OPERATIONAL NEEDS:The schedule and work shift for this position will vary seasonally. The candidate will be expected to work weekends, evening hours and be available for call-ins as needed.• Must possess and maintain a valid NYS driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.• Must possess Hazardous Tree assessment certification or be able to obtain certification within the probationary period.• Must have attended or be willing to attend the Facility Manager’s Institute at the next available opportunity.• Must have the ability to follow directions and communicate in a positive manner with staff and the public. • Must have the ability to respond to patrons concerns or complaints in an effective and positive manner.
