    Overview **Position contingent upon contract award** SOS International LLC (SOSi) is seeking a highly qualified Project Manager to serve as the primary point of contact for our government customer. This role oversees all aspects of contract compliance, call center operations, and stakeholder collaboration to support unaccompanied alien children (UAC), their families, sponsors, and other stakeholders. The Project Manager will ensure 24/7/365 call center functionality, trauma-informed services, and alignment with ORR policies, including child welfare, anti-trafficking, and safety protocols. This position requires strong leadership in a performance-based environment, with a focus on quality assurance, timely deliverables, and continuous improvement. Essential Job Duties Act as the primary government contact for all contract-related matters, including performance evaluations, progress meetings, and issue resolution. Oversee contract compliance, ensuring call center operations align with ORR policies, procedures, and requirements (e.g., UAC Program Policy Guide, 45 CFR Part 410, and Interim Final Rule on sexual abuse prevention). Manage timely execution of tasks and deliverables, including staffing plans, quality control plans (QCP), training programs, reporting (e.g., daily case alerts, weekly reports, monthly statistical reports, quarterly performance reports), and transition-in/out plans. Collaborate with ORR internal and external stakeholders (e.g., care providers, legal services, Office on Trafficking in Persons (OTIP), Refugee Program Bureau (RPB)) to address concerns, improve service delivery, and enhance call center effectiveness. Lead training initiatives for call center staff, emphasizing child welfare, anti-trafficking, child safety, trauma-informed care, crisis intervention, and cultural sensitivity. Supervise the Assistant Project Manager and other key personnel, ensuring adequate staffing levels, background investigations, and roster maintenance. Monitor and mitigate risks, including organizational conflicts of interest (OCI), data security, and confidentiality of sensitive information (e.g., PII, CUI). Facilitate meetings (e.g., post-award orientation, periodic progress meetings) and document minutes for government review. Ensure adherence to security requirements, including Authority to Operate (ATO) processes, encryption standards (FIPS 140-2), and incident reporting (e.g., FISMA compliance). Oversee database management, community resource lists, case support (e.g., locating UAC, safety plans, referrals), language services, and flagging cases of concern (e.g., abuse, trafficking). Manage subcontractor coordination, records safekeeping, and transition activities to maintain continuity of services. Minimum Requirements Master's degree or higher in Social Work or a related social science discipline. At least five (5) years of demonstrated experience in child welfare and program oversight. Strong experience working with immigrant youth and families (strongly encouraged). Bilingual in English and Spanish (preferred for effective communication). Ability to pass ORR-required background investigations (e.g., FBI fingerprint check, Child Abuse and Neglect check, Sex Offender Registry check) and updates every five years. U.S. citizenship or lawful permanent residency, and at least 18 years of age. Compliance with prohibited hiring policies (e.g., no history of child abuse, trafficking, or sexual harassment). Availability for 24/7/365 operations, including non-standard hours for meetings or crises. Preferred Qualifications Experience in humanitarian operations, disaster response, or federal call center management. Knowledge of ORR-specific tools (e.g., UAC Portal) and federal regulations (e.g., FISMA, NIST SP 800-53). Licensure in social work or a related field. Proven track record in stakeholder collaboration and innovation in service delivery for vulnerable populations. Work Environment Working conditions are normal for an office environment.
