The primary purpose of this position is to exercise second level supervisory and managerial authorities over the DAF civilian police officers and to perform as the Assistant Operations Officer. Responsibilities Supports the Security Forces Operations section with planning, management, and oversight of the civilian police force, as well as supporting overall execution of unit missions. Represents the Security Forces Squadron with a variety of installation and functional area organizations. Performs and enforces the full range of police duties within the military installation. This position will support the Federal Government's response to efforts to COVID-19. Requirements Conditions of Employment Qualifications Continued from Summary: Recurring training is required to keep the incumbent knowledgeable on the updated specialized tactics, techniques and procedures necessary for preparation and response to catastrophic events, terrorist attacks and related threats to installations. This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. Must obtain and maintain a government travel card. Must successfully complete the Air Force Civilian Police Supervisor's Course, or approved equivalent. Must have ability to employ 'infantry/SWAT' small unit tactics involving fire and maneuver, with rapid advancing movement between defensive positions, while wearing protective gear for extended periods of time, e.g., Employing "Active Shooter" response tactics and techniques as a member of a small team is required. Bachelor/Master's degree from an accredited institution is desired or combination of education and years of experience may qualify. May perform additional duties assigned in accordance with the needs and best interests of the Department of the Air Force. Failure to meet conditions of employment may result in disciplinary action or termination. Requirements - Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS Police Series 0083. SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes knowledge of law enforcement and anti-terrorism theories, principles, methods, techniques, and practices to establish policies and procedures and administer a comprehensive security/law enforcement protection program which provides the ability to direct, coordinate, and oversee work of others. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of law enforcement and anti-terrorism theories, principles, methods, techniques, and practices to establish policies and procedures and administer a comprehensive security/law enforcement protection program. Knowledge of safety and security regulations, practices, and procedures. Ability to operate and direct others in operating under stressful and dangerous conditions. Knowledge of the tactics, techniques, and procedures necessary for prep ration and response to catastrophic events, enemy attacks, and related threats to installations. Ability to plan, organizes, direct the functions, mentor, motivate, and apprise the staff of an organization through subordinate supervisors. Ability to formulate and effectively implement special operating requirements, methods, and procedures for enforcing specialized personnel access controls and preventing unauthorized access to areas where stringent security requirements are enforced. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Additional Information This position is Centrally Managed by the Security Career Field, PCS will be paid IAW JTR and Air Force Regulation, DNRP is authorized.
