Description of Work

Position is located in the Statesville Resident Engineer’s Office. This position serves as a project roadway/structure inspector supporting engineers in the administration of highway construction. Monitors contractor’s daily operations and performs and/or reviews test reports to ensure that all work and materials conform to specifications, plans, and contractual provisions. Will perform contract administration duties such as pay record entry/review, material received reports, certified payroll, haul tickets, as-constructed plans, and monthly estimates. Manage and train lower level technicians including Department employees and Contract Construction Inspectors. Resolves daily constructability issues and trouble shoots problems to mitigate delays to contractor’s progress. Monitors utility relocation efforts by inspecting and tracking relocation work. Anticipates contractual problems and advises supervisor of the need for plan revisions, supplemental agreements, or other contract adjustments to improve safety, timely delivery, and/or quality of delivered product. Monitors contractor’s operations to ensure compliance with subcontract agreements and with the contract DBE/MBE/WBE requirements. Ensures compliance with NC Sedimentation and Pollution Control Act, and that all work performed in permitted areas is done in accordance with the permits. Effectively communicates and coordinates work with contractors, subcontractors, utility owners, and property owners to minimize delays and disturbances while maximizing progress of the projects.
Knowledge, Skills and Abilities / Competencies
Management prefers applicants that demonstrate the following:
+ Experience analyzing and interpreting highway construction plans
+ Experience using surveying equipment, instruments, levels, data collectors and GPS equipment
+ Experience planning, developing, scheduling, tracking and completing projects independently or with limited supervision
+ Experience applying engineering concepts to solve complex problems
+ Working knowledge of computer equipment, (I-pads, desktop), software (HiCams and Share Point) and mathematical functions
Additional Expectations:
Must apply Department safety program to operations. Ability to work safely in an outside environment with exposure to hazards present on construction sites including traffic, heights, weather extremes, and traversing rough/uneven terrain. Must be able to communicate in a clear, concise manner, both orally and in writing. Ability to make independent decisions using sound engineering judgement. Experience using computers and electronic tablets. Must be able to perform moderate physical activity such as walking, climbing, kneeling, and standing. Safety toe shoes are needed for this position.
Minimum Education and Experience Requirements

Associate’s degree in Civil Engineering Technology, Survey Technology or assigned discipline from an appropriately accredited institution and three (3) years of progressive technician level experience; or an equivalent combination of education and experience.
