This position is located in Watauga County in the Division 11 /District 2 District Engineer's Office and will serve as the District 2 Area Engineer which includes Avery, Caldwell, and Watauga counties. This position will manage the administration of highway construction contracts, and supervise contract construction work, establishment of engineering controls for the contractor and inspection of the construction work. This position will also manage operations including encroachments, subdivision reviews, driveway permits, outdoor advertising, and junkyard permits, oversize and overweight permits, and road additions. Additional responsibilities include fiscal and personnel management and serving as point of contact for local governments, planning organizations, and the general public to provide maintenance and construction information, coordination and service delivery. This position will also assist in coordination with local municipalities and MPO's on project development initiatives; and attend local MPO technical review meetings.
Knowledge, Skills and Abilities / Competencies
Management prefers:
+ Thorough knowledge of NC DOT and FHWA Policies, Procedures and guidelines, as well as established practices and principles of Transportation Engineering
+ Experience in the supervision, direction, management and training of subordinate employees to achieve established project delivery metrics
+ Customer service experience with internal and external customers including Division personnel and management, Municipal and County governments, consultants and contractors, elected officials and the general public including explaining engineering concepts to various customer groups
+ Experience in reviewing project plans and specifications for locally-managed projects, subdivisions, right of way encroachments and driveway permit applications for compliance with all applicable design and safety standards
+ Experience leading and maintaining positive working relationships with environmental agencies, public officials, consultants, contractors and NCDOT staff, in order to find acceptable solutions to infrastructure project problems.
Minimum Education and Experience Requirements

Bachelor s degree in an applicable field of engineering from an appropriately accredited institution and five (5) years of progressively responsible experience including three (3) years of supervisory experience; or an equivalent combination of education and experience.
Necessary Special Qualification:
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
