This position is eligible for teleworking , which is currently one day per week. New hires are eligible to apply 30 days after their effective hire date.

Position Objective:
Reporting to Chief of Staff, the Deputy Chief of Staff (DCOS) to the Chairman & CEO is a strategic project management position to ensure execution on high priority projects and facilitate the day-to-day activities of the Chairman’s Office. The Deputy Chief of Staff interfaces with a wide array of high-level stakeholders and works to facilitate the organization’s decision making on a portfolio of assigned projects.
The Deputy Chief of Staff assists the Chief of Staff in crafting key messages from the Chairman’s Office and provides critical guidance and escalates key issues as needed to senior staff at the MTA agencies and staff reporting to MTA senior management. Portfolio items can include a range of projects, including finance, labor, service improvements, organizational effectiveness, and more.
Responsibilities:
+ Manages high visibility and critical projects for Chairman & CEO or Chief of Staff, ensuring progress and coordination among departments across the enterprise, escalating issues as needed to senior management, and coordinating decision-making under tight timelines and on sensitive issues.
+ Participate in strategic planning, project development, policy development, and issue resolution on a diverse set of challenges and problems facing the organization before they come to the Chief of Staff or the Chairman & CEO.
+ Identify and mitigate key exposure points for the MTA in the realm of policy, governmental affairs, new projects, etc.
+ Represents the Chief of Staff to internal groups. Facilitates meetings as needed on behalf of the Chairman and Chief of Staff.
+ Leads quarterly tracking of departmental and agency annual goal setting.
+ Supports the Chairman’s Office in tracking all initiatives and priorities requested of MTA staff by the Chairman’s Office.
+ Ensures that matters requiring the attention of the Chief of Staff are thoroughly developed, researched, and evaluated; responds to routine inquiries as delegated by the Chief of Staff.
+ Build and maintain successful working relationships and coordination with a wide range of offices, staff, and stakeholders within the organization.
+ Oversee the coordination and preparation of talking reports and briefings, presentation to the Chairman’s Office by the various offices.
+ Manage agendas for meetings on behalf of the Chairman’s Office to ensure that the Chairman & CEO's time is appropriately spent.
+ Manages flow of information to the Chairman’s Office from Agencies and departments.
+ Maintain a high degree of confidentiality and discretion in potential personnel and financial matters.
+ Serves as the Chief of Staff in his/her absence.
Required Knowledge/Skills/Abilities:
+ Must possess strong organizational and coordination skills with thorough knowledge of administrative functions, including the ability to work independently and/or simultaneously on multiple projects while adhering to deadlines.
+ Working knowledge in a Microsoft Office Suite environment, including Outlook, Word, Excel, Access, and PowerPoint or equivalent.
+ Must possess excellent customer service and interpersonal skills with the ability to communicate effectively both orally and in writing with various departments and levels of management throughout the MTA and other MTA agencies.
+ Must possess strong leadership and negotiation skills with the ability to foster teamwork and effective working relationships.
+ Exceptionally self-motivated and directed.
+ Superior understanding of the organization’s goals and objectives.
+ Exceptional experience navigating through the politics of a large multi-tiered, multi-agency public sector organization.
+ Must possess strong organizational and coordination skills with thorough knowledge of administrative functions, including the ability to work independently and/or simultaneously on multiple projects while adhering to deadlines.
+ Must be able to maintain a high degree of confidentiality and discretion.
Required Education and Experience:
+ Bachelor’s degree in business administration or related field. An equivalent combination of education and experience may be considered in lieu of a degree.
+ A minimum of six years of experience supporting high level executives or related project management experience.
Other Information
May need to work outside of normal work hours (i.e., evenings and weekends)
Travel may be required to other MTA locations or other external sites .
