About this Job:
In managing and administering the three programs below, the incumbent develops long and short range goals for all three program areas; develops performance indicators for each program area while continuously evaluating the effectiveness of each program and implementing the necessary changes, ensuring all those affected are notified.

Minimum Qualifications
Seven years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
Six years of full-time work experience in any field plus four years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
A bachelor's degree plus four years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
An advanced degree plus three years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Responsible for the management and administration of all DBE Certification and DBE Contract Administration requirements relating to the DBE Program which covers over 400+ certified DBE firms and 300+ federal assisted highway construction contracts per year.
+ Trains and supervises four (4)) subordinate DOTD Program Specialists in the 3 separate programs in the state and federal requirements of the DBE Certification Program, DBE Contract Administration and Small Business Element Programs. Reviews and approves reports and correspondence for all three programs.
+ The Louisiana Department of Transportation and Development is the Lead Agency of the LA Unified Certification Program (LAUCP) as required by Federal Regulation 49 CFR 26.81. As Lead Agency of the LAUCP, DOTD through this position has the responsibility to ensure the Certifying Agencies within the LAUCP are administering their DBE Certification Programs in accordance with the Federal Regulations 49 CFR 26.81 and the U.S. DOT approved LAUCP Agreement and Plan and Process. The incumbent of this position serves as DOTD's representative for the LAUCP and is a member of the LAUCP Executive Committee. The LAUCP is comprised of representatives from airport and transit authorities located within the boundaries of Louisiana. The Executive Committee develops and administers uniform procedures to be implemented by all U.S. Department of Transportation recipients within the state as stated in Federal Regulation 49 CFR 26.81(b). Serves as executive chairman on a rotation bases for the LAUCP Executive Committee and conducts and oversees the actions of the board. As such is depended upon regularly by other members throughout the state for guidance and support of the DBE Program regulations and requirements as supported by the Louisiana Unified Certification Program Agreement, and Plan and Process which requires U.S. DOT approval.
+ Serves on the DOTD Certification Review Team and determines eligibility of all new DBE applicants.
