The primary purpose of this position is to direct and implement acquisition policy in support of the CCMD and the Joint Deployment and Distribution Coordinator responsibilities of the Command. Responsibilities The senior executive directing USTRANSCOM's Acquisition Directorate provides expert leadership in all facets of contracting - from strategic planning and execution to rigorous oversight and continuous improvement - ensuring efficient and legally compliant acquisition of distribution and transportation solutions. This role includes proactive coordination with USTRANSCOM components, the Office of the Secretary of Defense, and industry partners to resolve program challenges, adapt to evolving policies, and safeguard government assets. Responsibilities encompass chairing the Defense Acquisition Regulation Council Transportation Committee, actively shaping FAR/DFARS regulations, and leading high-level working groups to address complex acquisition issues impacting DoD readiness, ultimately committing the directorate to strategic courses of action and delivering impactful recommendations to senior leadership while fostering a diverse and equitable work environment. A panel may assess whether you possess the required ECQs and MTQs through resume review, assessments, and/or interview later. A. MINIMUM QUALIFICATIONS: 1. Education Requirement: An Advanced Degree in an appropriate technical/business field or equivalent is highly desired. 2. Certification Requirements: a. This position requires Level Ill APDP Certification in Program Management, substantial and demonstrated experience in the management of a large, complex, technically and industrially oriented activity, and previous large system Acquisition and international program experience. b. This is a Critical Acquisition Position. Unless specifically waived by the appropriate Component official (i.e. the Director of Acquisition Career Management for the Component, the Service Acquisition Executive, or the Service Secretary), or the employee is "grandfathered" under 10 U.S.C. 1736 c(I), the following are statutorily mandated requirements (Reference 10 USC 1733 and 1737);(I) Selectee must be a member of an Acquisition Corps at the time of appointment,(2) Selectee must execute, as a condition of appointment, a written agreement to remain in Federal Service in this position for at least three years. In signing such an agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment. B. MANDATORY TECHNICAL QUALIFICATIONS (TQs): Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: 1. The position requires extensive knowledge of acquisition regulations and a demonstrated ability to influence those regulations as Chairperson of the DAR Council Transportation Committee. Considering the complexities of modernizing the FAR and DFARS to address evolving transportation and logistics needs - particularly in the context of rapid technological advancements and geopolitical shifts - describe a specific instance where you successfully advocated for a regulatory change, detailing the challenges you faced, the stakeholders you engaged with, and the ultimate impact of the change on acquisition outcomes. 2. This role demands a high level of executive leadership and the ability to integrate USTRANSCOM's acquisition activities with broader DoD and federal agency initiatives. Given the position's responsibility for overseeing contracting policy, acquisition strategy development, and program management in support of national level strategic airlift, sealift, and surface mobility readiness programs, how would you approach building and maintaining strong partnerships with both internal USTRANSCOM components and external entities like the Department of Defense and private industry to ensure seamless execution of acquisition strategies and address potential conflicts in priorities or resource allocation, particularly during times of heightened operational tempo or national emergency? Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, attach proof (e.g., SF-50, Certificate of Completion of SESCDP) of your eligibility for appointment to the SES. Education Education: A bachelor's degree from an accredited institution is desired. A master's or advanced degree from an accredited institution is highly desired. An undergraduate technical degree or an advanced degree in either a technical or management field is highly desired. SALARY: $165,216.00 - $217,000.00 per annum. (Air Force Tier 2) SES members are eligible for bonuses and/or ranks and stipends in addition to annual salary.
