Job Description

The Employee Services Department is actively seeking an Assessment Specialist I.
Did you know as a City of Jacksonville employee, you would also have twelve (12) paid holidays and a personal leave day as well? This is entry level professional human resources work assisting in the development, implementation, and administration of the human resources examining function in accordance with collective bargaining agreements, pay plans, Civil Service and Personnel Rules and Regulations, and applicable employment law. Work requires a basic understanding and application of theories, principals, and practices of testing and development which are usually gained through degree-granting schools or equivalent training and professional work experience. Contacts with customers and team members require skills in understanding and/or influencing people, persuasiveness or assertiveness and sensitivity to other’s points of views are often required to influence behavior, change an opinion, achieve consensus or turn a situation around. These skills are important in providing test and development services, discussing and resolving work-related issues and problems, and presenting and defending recommendations and decisions. Work is standardized in that tasks are covered by substantially diversified procedures and specialized standards, and because of the changing priorities, or different situations, incumbents have the latitude to consider which of the many procedures or standards should be followed in what sequence. Work is performed mainly in an office environment, but field work may be required in areas where there are some risks and hazards which are known, predictable and controllable. Operates a motor vehicle, personal computer, and other standard office equipment. Physical demands are minimal but may occasionally require lifting objects or standing for extended periods of time. The work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, standards, and/or well-defined policies. , and the worker plans and organizes the work, determines their own priorities, and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness, and for adherence to established methods. standards, and policies.
Examples of Work
+ Interprets and applies provisions of collective bargaining agreements, Civil Service and Personnel Rules and Regulations, and applicable employment laws and policies.
+ Develops employee selection procedures for professional and labor jobs including structured interviews, work samples, role-play exercises, and written tests to aid in selection, placement, and promotion under direct supervision.
+ Administers and scores various types of exams ensuring security of testing materials.
+ Collaborates with leadership to provide ideas to support and nurture a culture of high performance and high potential diverse talent.
+ Conducts job analysis activities including background research, site observations, interviews, subject matter expert focus group sessions, survey and questionnaire administration, grouping jobs into job families, working with subject matter experts to establish job relevancy, documenting job analysis results, and making appropriate assessment decisions.
+ Oversees the protest review process for internal exams.
+ Demonstrates proficiency in the City of Jacksonville's competencies.
+ Performs related duties as required.
Knowledge, Skills and Abilities
+ Knowledge of assessment/personnel selection methodology
+ Knowledge of Civil Services and Personnel Rules and Regulations, Federal Uniform Guidelines on Employee Selection procedures, and other applicable laws, ordinances, and professional guidelines.
+ Knowledge of and ability to apply computer application programs related to examining such as creating documents and spreadsheets with formulas and other test related programs.
+ Skill in using spreadsheets to analyze test data.
+ Skill in researching, analyzing, interpreting and applying laws, rules, regulations, policies procedures and guidelines governing human resources activities.
+ Skill in applying job evaluation and job analysis techniques, methodologies, and practices.
+ Skill in examination development, validation, and administration techniques, methodologies and practices.
+ Ability to resolve conflicting needs, demands and disagreements and develop effective solutions and work plans that promote mutually beneficial outcomes and meet organizational objectives.
+ Ability to establish and maintain effective working relationships.
+ Ability to communicate effectively both orally and in writing.
+ Ability to read, understand, interpret, analyze, apply and implement provisions of collective bargaining agreements, Civil Service and Personnel Rules and Regulations, and employment laws and regulations.
+ Ability to operate a motor vehicle.
+ Ability to operate standard office equipment such as a personal computer utilizing word processing, spreadsheet, and other related software.
Open Requirements/Supplemental Information
+ Four years of education and/or experience in human resources, psychology or a related field is required.
+ A Bachelor’s degree in psychology, human resources or a related field from an accredited college or university preferred.
LICENSING/CERTIFICATION/REGISTRATION:
+ A valid driver's license is required prior to appointment and must be maintained.
+ May be required to furnish a personal automobile for which mileage reimbursement will be paid.
+ City of Jacksonville Public Driver Certification must qualify for prior to appointment, obtain and maintain during employment.
