Tyto Athene is searching for a **Senior Strategic Governance Manager** to support U.S. Southern Command on the SCITES II Contract in Doral, Florida.Positions are located both CONUS/OCONUS at the SOUTHCOM HQ in Doral, FL, and at the TSOC and other locations abroad (GTMO, Honduras, Colombia etc.).

The Senior Strategic Governance Manager leads the development, execution, and enforcement of IT and enterprise governance frameworks to ensure compliance with USSOUTHCOM objectives, DoD policies, and federal mandates. This role provides expert-level oversight on policy implementation, risk posture, enterprise architecture alignment, and strategic portfolio decisions, enabling senior leadership to make informed decisions.

Responsibilities:

+ Works closely with task teams to create and integrate schedules into a comprehensive master IMS

+ Partners with the PM to establish and maintain business rhythms that streamline the execution of schedules across diverse projects

+ Conducts in-depth Schedule Quality Assurance reviews and supports high-level project development with a focus on resource optimization

+ Oversees schedule status updates, performs advanced critical path analysis, and prepares executive-level monthly reports on resource utilization

+ Proactively communicates schedule impacts and drives corrective actions to address any deviations

+ Presents the master schedule to leadership, upholding scheduling guidelines and alignment across all programs

+ Advise program leadership on resource leveling, schedule feasibility, and timeline optimization

+ Ensure schedule data aligns with cost, scope, and performance baselines across the program lifecycle

Qualifications

Required:

+ Bachelor’s degree in Business Administration, Public Policy, Information Systems, or related field

+ 10+ years of experience in IT governance, enterprise architecture, strategic planning, or risk management

+ Proven experience leading enterprise-level governance boards or initiatives within the DoD or federal governments

+ Strong understanding of DoD acquisition, cybersecurity, and enterprise risk frameworks

+ Experience working with senior stakeholders and leading cross functional teams

+ Excellent communication, analytical, and organizational skills

Desired:

+ Master’s degree in related field

+ Familiarity with strategic IT frameworks such as COBIT, TOGAF or TBM

+ Experience supporting Joint Commands, Combatant Commands, or defense enterprise IT modernization initiatives

+ ITIL v4 Foundations

+ Certified Government Financial Manager (CGFM) certification

+ Project Management Professional certification

Clearance:

+ Secret clearance required with the ability to obtain a TS/SCI

Certification:

+ DoD 8570 Baseline & CE certifications are required for all positions and may vary slightly depending on the skillset required to perform the role

+ CompTIA Security+ CE
