Amentum is seeking a highly skilled and experienced **International Partnership Analyst** to join our team at **Ft Belvoir** to lead complex international projects within a U.S. Joint Staff program. In this critical role, you'll provide essential contractual support to the Joint Personnel Recovery Agency (JPRA), responsible for the planning, execution, and completion of two-year project cycles, fostering collaboration with a diverse group of international partners to achieve mutually agreed-upon solutions and assessments. This role requires exceptional communication skills, a proven ability to lead multi-day international working sessions, and a strong understanding of project management principles within a governmental or military context.
Responsibilities:
+ Lead and manage two-year international projects as part of a U.S. Joint Staff program, guiding diverse international partners toward mutually agreed-upon solutions and assessments.
+ Serve as JPRA's primary point of contact and project manager for the U.S. Joint Staff J-7's Multinational Capability Development Campaign (MCDC), a program focused on developing non-materiel solutions for multinational coalition operations.
+ Develop and manage two-year MCDC projects, aiming to enhance partner capabilities and increase interoperability among allies and partners in a coalition environment.
+ Develop MCDC project abstracts and comprehensive project plans, communicating these plans to U.S. Joint Staff J-7 MCDC program leadership.
+ Facilitate and lead multi-day working sessions (conferences) with international partners, both within the continental U.S. (CONUS) and internationally (OCONUS).
+ Present briefings to the MCDC Executive Steering Group (ESG) (comprising multinational General/Flag officers and senior officials) and National Directors to secure project approval and resource commitments.
+ Participate in monthly MCDC National Directors' meetings to maintain situational awareness, respond to information requests, and provide project status updates.
+ Identify capability gaps within the global personnel recovery community through communication with allies and partners and recommend suitable gaps for MCDC project development to leadership.
+ Develop and present high-quality briefing materials to senior U.S. and foreign officials, effectively communicating project objectives, progress, and outcomes.
+ Lead JPRA representation at MCDC program and project events, including Campaign Planning Workshops and Project Working Sessions.
+ Develop comprehensive briefing materials, slides, schedules, and calling letters for three-day in-person conferences and virtual meetings with international project partners.
+ Lead in-person three-day conferences and virtual meetings with international project partners.
+ Support annual MCDC leadership meetings with project update materials and deliver briefs as needed.
+ Draft final project reports, collaborating with branch and division leadership for editing and approval.
+ Seek and gain support from other nations' civil agencies, such as national law enforcement, to support MCDC projects.
+ Manage all administrative duties associated with the project and program meetings, including calling letters, event summaries, and knowledge management for online files and partner access.
+ Coordinate closely with branch and division leadership and foreign liaison officers on all duties.
+ Support other Strategic Partnering branch international engagements with organizations like NATO, the European Defense Agency, and the European Personnel Recovery Center (EPRC), including developing briefing materials, participating in strategy sessions, and attending virtual meetings and occasional foreign visits/training events.
+ Provide support to other branch and division projects as needed, ranging from administrative tasks to strategy discussions and leading smaller side projects with other JPRA divisions, the Services, COCOMs, and Joint Staff elements.
+ Collaborate effectively with branch and partner leadership, other JPRA divisions, and most importantly, with international partners, ensuring clear and consistent communication.
+ Perform a host of administrative and knowledge management duties to support assigned projects, as well as broader branch and division initiatives.
+ Support other branch and division projects in collaboration with the Services, Combatant Commands (COCOMs), and other elements of the Joint Staff.
Minimum Qualifications:
+ Bachelor’s degree with at least 8 years of experience in related fields such as International Relations, Political Science, National Security Studies, or Defense Studies.
+ Minimum 8 years of experience in a Department of Defense (DoD), multinational, or interagency environment, preferably in project management, international affairs, or operations.
+ Active Top Secret/SCI US Government clearance. Note: US Citizenship is required to obtain a Top Secret/SCI Clearance.
+ Strong understanding and application of project lifecycle methodologies (e.g., initiation, planning, execution, monitoring & control, closure)
+ Prior experience managing complex, long-term projects with multinational stakeholders.
+ Familiarity with Joint Staff structure and functions, particularly J-7 and its initiatives.
+ Strong understanding of multinational operations, capability development, and coalition warfare.
+ Exceptional written and verbal communication skills with the ability to develop and deliver professional briefs to Flag/General officers and senior leaders.
+ Proven ability to plan and manage complex, multi-year projects.
+ Experience leading diverse international teams and achieving consensus among stakeholders.
+ Demonstrated experience in developing and delivering briefings to senior officials.
+ Understanding of multinational coalition operations and the principles of interoperability.
+ Demonstrated self-direction and accountability while managing dynamic schedules and competing priorities.
+ Experience managing event logistics, knowledge management systems, and administrative support for complex programs.
+ Skilled in coordinating across multiple levels of command and organizations.
+ Ability to travel internationally and domestically as required for working sessions.
+ Strong organizational and administrative skills with attention to detail.
Preferred Qualifications:
+ Project Management Professional (PMP) certification or equivalent experience.
+ Demonstrated success in leading international or coalition-based capability development initiatives, preferably under programs like MCDC.
+ Ability to develop project plans, abstracts, reports, and briefings for both U.S. and foreign leadership.
+ Experience with or knowledge of Personnel Recovery (PR) concepts and the global PR community.
+ Experience coordinating with foreign defense establishments, civil agencies, and multinational organizations (e.g., NATO, EDA, EPRC).
+ Ability to lead multidisciplinary and multicultural teams.
+ Skilled in diplomacy, relationship-building, and consensus development.
