    What We Are Seeking:

    The Iowa Department of Public Defense is hiring anInformation Technology Specialist 5position to work within the Construction and Facilities Management Office (CFMO) of the Iowa Army National Guard, 7105 NW 70thAve, Johnston, IA 50131. The main function of this position is to administer information technology (IT) hardware and software within the CFMO. The selectee will have a statewide impact working alongside civilians and soldiers in support of IAARNG facilities programs. Strong communication skills, attention to detail and an attitude of excellence are required for this position.

    Who We Are:

    The Iowa Department of Public Defense consists of the Office of the Adjutant General, the Iowa National Guard, and the Iowa Gold Star Military Museum. Civilian state employees in our agency directly support the readiness of the Iowa National Guard for its State and Federal missions. We are made strong by a highly qualified, diverse and talented staff.

    What You'll Do:

    + Responsible for a wide variety of existing and future CFMO business systems and processes. This includes the use of HTML, CSS and PHP for Intranet applications in a Windows environment. This also includes the administration of a database management system (currently Oracle, but could be transitioned based on evolving business needs) containing asset and project management data.

    + Work closely with the CFMO Geographic Information System Administrator and other CFMO staff on custom automation solutions to various problems and work processes using Python, JavaScript and other tools.

    + Work with other Iowa Army National Guard IT staff to ensure that various CFMO applications mesh with the agency’s overall IT architecture and comply with federal network security requirements.

    + Manage authentication and access systems such as Active Directory, LDAP, and Single Sign-On solutions for CFMO applications.

    + Plan for the life cycle replacement of CFMO IT hardware and assist in the procurement of computer systems and peripherals.

    + Provide general IT support for approximately 80 computer users, referring users to the Iowa Army National Guard, National Guard Bureau, US Army, and Iowa Department of Public Defense IT help desks for resolution of most issues.

    Schedule:

    Monday – Friday; Flexible hours -some travel. After six months, this position may be eligible for telework up to two days per week.

    Additional Requirements:

    + A valid driver's license is required for the position as some in-state travel will be involved.

    + The selectee must have or obtain CompTIA Security+ certification within first 6 months of employment.

    + After being hired into the position, the selectee must also pass a federal background check, which is a requirement for the selectee to obtain a Department of Defense common access card (CAC). The CAC allows the selectee to access the federal computer networks that host CFMO data and applications.

    Selectives

    955 Business Application Processes:

    6 months experience, 12 semester hours, or a combination of both including:

    + Ability to coordinate people and resources required to accomplish objectives without use of supervisory authority

    + Ability to solve program administrative and service delivery problems requiring evaluation of information from a variety of sources with few precedents

    + Knowledge of information systems, developments, and applications, including the ability to analyze and convert work processes to computer applications

    + Familiarity with connecting business requirements established by management with the services and capabilities deployed with information technology services

    + Essential business processes that use or can use information technology applications

    + Analysis of existing business processes and creating or modifying that process in an automated structure or framework

    + Knowledge of the process of transforming business processes that have been defined into a usable application through which the end user can easily access information

    AND

    139 Database:

    6 months experience, 12 semester hours, or a combination of both in:

    + Developing, installing and maintaining database management systems

    + Working in conjunction with the business application process staff to design specific database applications (assure that it can be loaded in and that it works as intended)

    + Developing and enforcing data definition standards to ensure data can be used across work units

     

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in: operating a multi-job computer; installing, operating, and coordinating computer-based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks, and/or servers; managing operating systems; developing/delivering information management training; providing Information Technology (IT) customer service; designing/administering websites; or executing technology projects (e.g., systems analysis, requirements, design, development, and testing).

    2) All of the following (a and b):

    a. Three years of full-time work experience in: operating a multi-job computer; installing, operating, and coordinating computer-based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks, and/or servers; managing operating systems; developing/delivering information management training; providing Information Technology (IT) customer service; designing/administering websites; or executing technology projects (e.g., systems analysis, requirements, design, development, and testing); and

    b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.

    3) All of the following (a and b):

    a. Three years of full-time work experience in: operating a multi-job computer; installing, operating, and coordinating computer-based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks, and/or servers; managing operating systems; developing/delivering information management training; providing Information Technology (IT) customer service; designing/administering websites; or executing technology projects (e.g., systems analysis, requirements, design, development, and testing); and

    b. Certification by an authorized educational institution/major computer or software producer in an area directly related to one of the computer specialty fields described in part a.

    4) All of the following (a and b):

    a. Three years of full-time work experience in: operating a multi-job computer; installing, operating, and coordinating computer-based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks, and/or servers; managing operating systems; developing/delivering information management training; providing Information Technology (IT) customer service; designing/administering websites; or executing technology projects (e.g., systems analysis, requirements, design, development, and testing); and

    b. Eighteen semester hours of accredited post-high-school coursework in one of the specialty fields described in part a.

     

    5) Current, continuous experience in the state executive branch that includes six months of fulltime work as an Information Technology Specialist 4.
