Join the Iowa Finance Authority (IFA) as ourState Revolving Fund (SRF) Program Specialist and be part of a team dedicated to creating affordable financing opportunities to enhance communities.

About this Opportunity

The SRF Program is jointly managed by IFA and the Department of Natural Resources to provide low-interest loans to communities for projects that improve water quality, including wastewater treatment and drinking water infrastructure. As the SRF Program Specialist, you will play a crucial role in ensuring the success of community development projects utilizing SRF as a funding source. You will work closely with program participants throughout the life of their loan to ensure program compliance and execution.

Key Responsibilities

+ Loan Program Administration:Gain and maintain expertise in federal and state SRF program requirements to provide technical guidance to program participants such as municipal officials, public works directors, bond attorneys, and consulting engineers regarding loan requirements, application procedures, funding availability, and disbursement timelines. Review loan applications and track through approval and permitting requirement processes. Distribute loan documentation and accurately enter in loan servicing system.

+ Loan Program Disbursement Compliance:Review disbursement requests and supporting documentation for completeness and eligibility. Work closely with program participants to resolve issues of non-compliance and disbursement requests. Evaluate loan balances and determine final amortization schedules. Educate and train borrowers on program procedures and compliance.

+ Program Support:Provide support to other water quality programs including the Linked Deposit Loan Program, Wastewater and Drinking Water Treatment Financial Assistance Program and Water Quality Financing Program. May review applications and provide project funding recommendations.

+ Strong interpersonal skills to collaborate with municipalities, engineers, and regulatory agencies

+ Understanding of federal and state funding sources

+ Experience developing dashboards and data visualizations to support program performance tracking (Excel, Power BI, etc.)

The SRF Program Specialist position is a non-merit, contract covered position that is classified by the State of Iowa as a Compliance Officer 1. This position is exempt per FLSA regulations.

This is a non-merit position, candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in investigative or closely related work which involved: preparing interpretative or administrative orders, rules, or regulations which have the effect of law; or interpreting and enforcing federal or state laws governing health care administration; or quality assurance review to determine, through internal audit or analysis, the level of compliance with program requirements; or drafting, negotiating, or examining contracts or related documents required for organizational operations.

2) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time, professional-level work involving the interpretation and enforcement of federal and state laws or department policies and procedures or quality assurance review as determined through internal audit or analysis of the level of compliance to program requirements.

3) Graduation from accredited school of law.

4) A total of seven years of education and/or full-time experience (as described in number one and two), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
