Summary You will serve as a ENGINEERING TECHNICIAN (CHEMICAL) in the LABORATORY DIVISION, QUALITY ASSURANCE OFFICE of PORTSMOUTH NAVAL SHIPYARD. Responsibilities You will plan and conduct chemical and instrumental studies of a very complex and difficult nature in support of regulatory requirements. You will perform duties needed to comply with hazardous material, hazardous waste, and safety requirements and regulations. You will advise on improvement of instrumentation or procedural methods. You will provide technical review and studies of established and/or proposed analytical methods and those recommended by private industry/scientific organizations. You will perform work to support maintenance of the laboratory quality control program. Requirements Conditions of Employment Qualifications GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience performing the full range of duties involved in the testing and chemical analysis of various substances. Experience providing information pertinent to a variety of programs and problems involving chemical analysis. Experience complying with the Laboratory's Quality System requirements to ensure the integrity of the data produced and that it is legally defensible. Experience acting as the technical authority in the field of chemical analysis. Experience providing advice to others on unprecedented problems. GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in applying standardized, analytical, and evaluative methods and techniques providing advice on and/or resolving difficult but well-precedent, factual, procedural, and/or recurring issues. Experience performing the full range of duties involved in the testing and chemical analysis of various substances. Experience providing information pertinent to a variety of programs and problems involving chemical analysis for which established methods are not completely applicable, or are inconclusive, greatly variable, and sometimes unrelated. Experience complying with the Laboratory's Quality System requirements ensures the integrity of the data produced and that it is legally defensible. Experience acting as the technical authority in the field of chemical analysis, providing advice to others on unprecedented problems. Education SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: Two full years of graduate education or a master's degree meets the requirements for GS-9. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Are you using your education to qualify?
