Description of Job
Business and Licensing Division
The Business and Licensing Division receives filings such as business and nonprofit registrations, trade names, secured liens, notary public applications, bingo and raffle reports, Universal Commercial Code (UCC) filings, and charity registrations. Additionally, the Business and Licensing Division licenses durable medical equipment providers, promotes availability of government data, processes fraudulent business filing complaints, and makes performing rights society information accessible. Most filings are submitted electronically, and the Department disseminates this information to the public through its website.
Notary and DME Programs
The Notary Program is responsible for the commissioning and regulating notaries public, remote notaries, and remote notarization providers. The program also:
• provides authentications or apostilles for documents to be used in foreign countries.
• provides service to verify notary information.
• processes notary commission applications and renewals.
• conducts notary training.
• investigates complaints.
The Durable Medical Equipment (DME) Program oversees the licensure of DME suppliers who conduct business in Colorado. It is also responsible for managing the complaint process and field inspections for these entities.

As the Notary/DME Program Manager, you will be a valued member of the Business & Licensing Division. You will be part of a department that continues to be recognized as a leader, both in Colorado and nationally, in multiple areas. The ideal candidate will be a critical thinker with outstanding judgement and analytical thinking and research skills. You should be able to work independently as well as on a team. To succeed in this role, it is important that you have outstanding communication skills and are committed to advancing a diverse and inclusive perspective.
In this role, you will:
+ Serve as Program Manager for the Notary Public and Durable Medical Equipment (DME) programs.
+ Provide policy recommendations to Division leadership regarding Notary Public and DME procedures.
+ Develop and deploy policies and procedures, ensuring proper documentation, training, and enforcement.
+ Responsible for oversight of all tasks, transactions, performance, reporting, training, community engagement, and resource availability for the Notary Public and DME programs.
+ Guide program application development and maintenance in collaboration with IT division.
+ Be a statewide expert on Notary Public and DME filing requirements.
+ Represent the Secretary of State’s office as a member of the Notary Public Administrators (NPA) section of the National Association of Secretaries of State (NASS).
+ Represent the Secretary of State’s office at external stakeholder events, providing education and guidance regarding the Notary Public program.
+ Serve as subject matter expert for all statutes and rules associated with assigned programs.
+ Must maintain confidentiality of all confidential and personal identifying information, personnel information, and any other confidential or proprietary information, as well as comply with all State and Department policies regarding professional conduct and professional practices.
+ Promote and support the Department’s Equity, Diversity, and Inclusion (EDI) Efforts

MINIMUM QUALIFICATIONS:
This position requires a total ofseven (7) yearsof relevant professional experience and/or education as outlined below. To be considered for this position, your application must clearly demonstrate that you meetone of the following options outlined below:
OPTION 1 - Experience
Seven (7) years of professional program management experience to include policy analysis and implementation, and program compliance.
OR
