About the Work Unit
The Subrecipient Grants Support Unit is housed within CDOT’s Division of Accounting and Finance (DAF). The SGSU was created due to significant growth in the number, volume, and complexity of CDOT grant programs and related business operational requirements. The SGSU brings together multiple, disparate grant-related business processes across several CDOT Divisions as well as enterprises, establishing operational standards across CDOT, revising/creating policies and procedures, enhancing administrative and compliance support in the grants management space, and facilitating the implementation of a grants management training curriculum. This unit has matrixed responsibility to/with several support units to accomplish its goals and externally with our Federal Partners, grantees, planning partners, and other State Agency offices as needed.
About the Position
This position establishes structured, centralized financial oversight for subrecipient grant programs across CDOT. It improves transparency, enables data-driven decision-making, and ensures consistency in financial tracking and reporting processes across all divisions managing federal and state grant funds.
This position will proactively understand, aggregate, and document existing budget and financial tracking processes across CDOT and create processes where they do not currently exist. Ultimately, this position is responsible for using new and existing processes to create centralized financial reporting capacity for CDOT grant programs. New processes will require coordination with and approval by higher management.
This position is responsible for establishing and maintaining centralized financial oversight of subrecipient grant programs across CDOT. Key responsibilities include:
+ Evaluating and standardizing financial tracking processes across divisions and enterprises, including identifying gaps and documenting workflows using SAP, various SalesForce platforms including COTrams and others, and Excel.
+ Performing monthly, quarterly, and annual financial reconciliations to ensure expenditures align with allocations, while also monitoring grant performance periods and closeouts.
+ Coordinating with supervisor and other units as needed to develop and deliver guidance on grant-related fiscal policies and training materials and serving as a technical expert during the rollout of new grants management tools.
+ Referring to guidance to develop training on grant management, grant policies and legislation, and CDOT business operations and coordinating with supervisor to provide oversight of training.
+ Creating strategic financial reports and dashboards to inform leadership decisions, highlight risks, and support resource allocation across programs.
+ Collaborating cross-functionally with internal business units, grant portfolio managers, and external stakeholders to enhance CDOT’s financial transparency in grant management.

Work Environment:
+ Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.

Minimum Qualifications
Experience Only:
+ 7 years of full-time professional experience in finance, accounting, contract management, policy analysis, business administration, or other work related to the major duties of this position, which included:
+ At least 3 years of experience with a primary focus on fiscal or budget analysis, budget development and implementation, financial/administrative policy development and implementation and/or public or private sector management/administration that included budget formulation, execution, and analysis.
OR
Education and Experience:
+ A combination of relevant education and experience that equals 7 years.
+ Education from an accredited college or university with coursework in accounting, finance, economics, business administration, public administration, or another field of study closely related to the major duties of this position will be considered.
+ Full-time professional experience with a primary focus on fiscal or budget analysis, budget development and implementation, financial/administrative policy development and implementation and/or public or private sector management/administration that included budget formulation, execution, and analysis will be considered.
Substitution:
+ Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for 6 years of the required education/experience. To use this substitution, you must include your Colorado CPA license number on your application.
