Business & Licensing Division
The Business and Licensing Division receives filings such as business and nonprofit registrations, trade names, secured liens, notary public applications, bingo and raffle reports, Universal Commercial Code (UCC) filings, and charity registrations. Additionally, the Business and Licensing Division licenses durable medical equipment providers, promotes availability of government data, processes fraudulent business filing complaints, and makes performing rights society information accessible. Most filings are submitted electronically, and the Department disseminates this information to the public through its website.
The Investigative Unit
This work unit carries out this mission through various stakeholder outreach, assistance, education methods and where needed, enforcement activities, with a focus on helping stakeholders come into compliance in lieu of disciplinary measures being applied, consistently improving service to our customers. Through our outreach, we strive to address the needs of a diverse population and respond in a culturally appropriate way, so as to be understood by that diverse population. Their customers include nonprofits and charities, charitable gaming licensees, bingo hall owners, games managers, bingo players, manufacturers, suppliers, notaries public, notary training providers, remote notary providers, and licensed durable medical equipment companies. The Investigations Unit exercises statutory authority under the Charities, Bingo-Raffle, Notary, and Durable Medical Equipment laws to conduct investigations into alleged violations of these programs. Investigations may originate from constituent complaints or be initiated internally based on identified concerns. In all instances, the unit operates strictly within the scope and subject matter defined by its legal authority.
When matters fall outside the unit’s jurisdiction, it coordinates with appropriate external entities, such as District Attorneys, the Attorney General’s Office, or local law enforcement, to ensure that complainants are directed to the proper resources.
As part of its mission, the unit emphasizes voluntary compliance through proactive outreach, education, and technical assistance. Enforcement actions are pursued when these efforts do not achieve the desired compliance.
The Investigative Unit strives to address the needs of this diverse population, and uses data to identify inequities, which then drives our policy decisions.
Illustration of some key duties:
As the Investigations Unit Manager, you will be the leader of our Investigations Unit by providing coaching and guidance to unit employees, and assigning case work while also managing performance and productivity. In addition, you will serve the Colorado community by coordinating and conducting investigations, trainings, and outreach around Bingo/Raffle, Charities, and Notaries Public programs to ensure compliance with regulations and standards.
In this role you will:
+ Supervise unit personnel and carry out the duties of that responsibility, including but not limited to, assigning schedules and work, developing performance plans and setting goals, coaching and providing feedback, managing performance and attendance, and assisting in the training and development of assigned personnel.
+ Oversee the complaint process for the Charities, Notary Public, Bingo-Raffle and Durable Medical Equipment programs.
+ Act as a field inspector/investigator for charitable activities, and as a trainer and resource for registered charities and bingo/raffle licensees.
+ While working in this capacity, this position will use data and input from the community to identify inequities and their root causes, and work on updating programmatic decisions.
+ Serve as the eyes of the Program Manager for the Durable Medical Equipment Program as it relates to site visits to validate complaints of hours of operation, product supply and proximity rules.
+ Be a liaison and personal contact point, when in the field, between the Department and the charitable and bingo/raffle communities, which consists of registered charities and nonprofits, bingo/raffle licensees, landlords, equipment manufacturers and distributors, and game players.
+ Provide guidance to other investigators to prioritize and pursue field investigations.
+ In this process, the position uses input from other division leaders, including management, Compliance Specialists, and external stakeholders.
+ Provide outreach and support to the community through structured and ad hoc training sessions aimed at increasing compliance levels and helping customers avoid administrative sanctions.
+ Oversee the outreach program by working with the community to conduct sessions where content delivered assists constituents in learning strategies of fraudulent solicitations and becoming familiar with ways in which to avoid becoming victims of such efforts.
+ Assign staff to maintain presentation curriculum, schedule and market training/educational sessions, and utilize feedback received to improve overall content and delivery.
+ Maintain confidentiality of all sensitive and personal identifying information, personnel information, and any other confidential or proprietary information, as well as comply with all State and Department policies regarding professional conduct and professional practices.

MINIMUM QUALIFICATIONS:
This position requires a total of6 yearsof professional experience and/or education in a field of study related to the work. To be considered for this position, your application must clearly demonstrate that you meet one of the following options outlined below:
OPTION 1 – Experience
Six (6) years of professional experience which include evaluating records and documents to determine eligibility and identifying compliance issues that require follow-up and/or investigation; interviewing relevant or affected parties to obtain additional information and to clarify facts to assist in resolution of issues; and making final determinations of outcomes and resolutions. Experience must include leading the work of others through managing task assignment, coaching and mentoring, and measuring productivity.
