What We Do:
The Accounting work unit within Financial Services exists to maintain a controlled environment to properly record financial information for revenue collected as well as provide budgetary control and support for the department’s expenditures. The work unit handles all accounting specific functions for the department, which includes accounts payable, revenue collection, payroll for over 1,800 employees, general accounting transactions, reconciliations, and financial reporting.
The Lottery accounting section exists to provide monthly financial reporting to the Lottery Director and Commission, to provide statutorily required audited annual financial statements to the Legislative Audit Committee, to comply with fiscal rules including adequate internal controls with full accrual reporting, and to provide multiple financial services including reconciliation and reporting of scratch and draw games sales and prizes; reconciliation of Lottery winner payments including payment and reporting of winnings and taxes; design and installation of computer system changes resulting from new games, game formats or features; collection of monies due with emphasis on Lottery retailer customer service; audit of multiple procedures/processes/cash handling within the Lottery; reporting of wages and leave records; payment of vendors/winners; and management of annuity winners records.
The typical day as an Accounts Payable Manager:
Manages, coordinates, and directs the accounts payable functions of the Lottery including the entry of intercepted player claims in the CORE system for payment; to audit the scratch inventory records and conduct physical inventory of remaining ended game scratch tickets prior to destruction; to audit and prepare journal entries on a monthly and annual basis for the accrual calculation of payroll and related benefits along with the audit of associated payroll reports; to maintain the Lottery's fixed asset sub-system; and to audit, coordinate and approve the disposal of surplus inventory.
Other responsibilities include:
+ Provide cohesive leadership of two FTE, ensuring compliance with all applicable laws, rules, policies and accounting principles
+ Train, mentor, and coach direct reports to encourage professional growth and equip them for changing work environments
+ Reconcile general expense accounts
+ Preparation of reclass journal entries for month-end close
+ Preparation of variance analyses tied to Lottery expenditures
+ Reviewing 1099 reporting for accuracy to ensure tax forms are sent to the correct vendors
+ Management and reconciliation of Lottery leases, including GASB 87 & 96 related journal entries
+ Participate in monthly, quarterly, and fiscal year end close activities
+ Participate in internal and external Lottery financial audit processes
This position is mostly remote with required in office meetings or training approximately once a month at the Lottery Pueblo headquarters. Additional days in office may be required during fiscal year end for on-site audit meetings. Attendance at all employee annual retreat is mandatory. This position is generally not allowed to take personal leave from approximately July to August every year due to the fiscal year requirements of this position.

MINIMUM QUALIFICATIONS: Education and Experience:
Experience Only:
Eight (8) years of professional accounting experience in an occupation related to the work assigned to this position
OR
Education and Experience:
+ A combination of related education (coursework requires 27 semester hours completed in accounting or auditing) and/or relevant experience in Accounting or in an occupation related to the work assigned equal to eight (8) years
+ Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for six (6) years of the requirement
Preferred Qualifications:
The preferred candidate will posses:
+ Experience in State government accounting and auditing, including Colorado Operations Resource Engine (CORE) experience.
+ Knowledge and understanding of State Fiscal Rules, legislation and statutes
+ Experience with financial data analysis
+ Experience in a supervisor or leadership role, managing employee/team workloads, coaching staff or managing employee performance
+ Strong knowledge of generally accepted accounting principles (GAAP) and governmental accounting standards (GASB) and their application
+ Proficiency in Excel
+ Demonstrated strong communication skills (both oral and written)
Conditions of Employment with the CDOR :
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations .

+ Are required to operate a vehicle as part of the position
