Summary This position is located at the Morale Welfare Recreation (MWR) Department, Naval Base Guam (NBG). The mission of Joint Region Marianas (JRM) Warfighter & Family Readiness (WFR) is to provide the highest quality programs and services to the military community through self-sustainment across all quality of life programs. ***Recruitment and Relocation Bonuses/Incentives may be negotiable in accordance with agency policy.*** Responsibilities Major duties and responsibilities are summarized below. Program management. Serves as the principal and staff supervisor to the Installation Fleet and Family Readiness Director (IN9), NBG, overseeing the effective and efficient administration and management of all MWR Programs and operations. Develops and executes comprehensive operating and capital budgets to support ongoing programs and proposed program offerings. Provides administrative and technical direction as it pertains to developing program budgets, implementing marketing strategies, initiating facility maintenance programs, defining staffing requirements, and streamlining all business and logistical operations. Authors, issues, analyzes, and enforces local policies, procedures, instructions, and guidance in accordance with organizational standards, to ensure operational objectives and policies are communicated to all assigned personnel on Naval Base Guam and supported military commands. Develops organizational procedures and policies to improve overall managerial and financial postures of the local Non-Appropriated Fund (NAF). Provides interpretation and monitors command compliance with policy and operating guidance and procedures promulgated by Commander, Navy Installations Command (CNIC) and Commander, Joint Region Marianas (JRM). Coordinates local policy relating to the operation of activities at NBG which provide MWR services in support of the Navy community as well as the functioning of the various MWR program elements to ensure overall achievement of most cost beneficial approaches to the operation. Conducts local reviews of MWR programs and operations to ensure compliance with governing directives and prescribed fiduciary standards. Monitors the maintenance and serviceability of existing MWR facilities and collaborates with Naval Facilities Engineering Command (NAVFAC) as required to both service existing facilities and propose new construction as appropriate. Ensures the optimum implementation of program offerings and activities throughout NBG and local community. Analyzes data and compiles both monthly and annual reports, tracking areas requiring improvement and directing proper operational or programmatic changes to ensure the correction of negative data trends. Directs expansion, relocation or discontinuation of services or activities consistent with requirements and program objectives. Develops strategic plans within the framework of available funds, manpower, facilities, equipment, supplies, and existing services. Maintains liaison with staffs of respective commands and tenant activities, JRM J9, outside agencies, and professional organizations on matters pertaining to the program. Continuously evaluates management procedures and departmental programs by analysis of financial plans and projections, audits, inspections, reports, and by personal visits to other MWR activities under the cognizance of CNIC, Department of Defense (DOD), or commercially operated components. Supervisory. Directs work to be accomplished by a workforce of NAF employees: Community Recreation Director (NF-1101-04), Supervisory Rec Specialist (Deployed Forces) (NF- 0188-04), Supervisory Rec Specialist (Fitness Program Director) (NF-0188-04), Club Manager (NF-1101-03), Supervisory Librarian (NF-1410-04), Marketing Assistant (NF-0303-02), and Cashier (NF-0530-02); and acts as a rating official. Provides second level supervision for NAF recreation employees with various classifications. Acts as a Senior Rating Official for activity managers in AOR. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. Conducts annual performance reviews of staff. Participates in section staffing decisions. Ensures staff receives proper training to fulfill requirements of their positions. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary. Knowledge of budgeting, financial execution, cost analysis, and business planning in order to make recommendations concerning changes in funding and develop budget plans. Knowledge of Navy APF and NAF contract administration. Knowledge of APF and NAF financial management. Knowledge of CNIC's EEO policy and procedures. Ability to identify needs, trends, and performance measures to evaluate program effectiveness. Ability to perform the full-range of supervisory duties. Ability to communicate effectively orally and in writing. Ability to persuade, motivate, and deal diplomatically but firmly with senior officials, news media and the public, often in an adversarial environment. Ability to develop and effectively deliver presentations and/or briefings. Ability to establish realistic long and short-term goals and objectives, set achievable deadlines and react quickly to changing priorities. Travel up to 20% to different locations, on or off-island may be required. This position is ad-hoc/situational telework eligible.
